Inter-municipal Partnership Expert

Context:

This assignment is part of a UNDP project aimed at strengthening Ukraine’s government system for crisis management and recovery. The project focuses on ensuring sustainability, effectiveness, and transparency in crisis response, emergency coordination, and strategic planning.

The Ministry for Development of Communities and Territories of Ukraine (hereafter — the Ministry) has identified the need to enhance coordination between different levels of government, including local and national authorities. Strengthening inter-municipal partnerships is essential for improving governance, facilitating effective recovery planning, and supporting communities affected by the crisis.

A key objective of this initiative is to establish a transparent and structured model of cooperation between the Ministry and international partners. To support this effort, UNDP is seeking Inter-municipal partnership expert with expertise in legal and strategic analysis in regional policy development, as well as a proven track record in fostering institutional collaboration and multi-level governance.

The Inter-municipal Partnership Expert will ensure the coherence of activities by performing the following tasks:

• Establishing communication with all stakeholders to strengthen their collective resilience and enhance recovery efforts.
• Implementation and monitoring of the «Shoulder to shoulder» project by developing a robust monitoring system with defined key performance indicators (KPIs) and tools for data collection and analysis.
• Monitor interactions in at least 20 pairs of partner and frontline communities to assess the effectiveness of cooperation within the «Shoulder to shoulder» project (the list of partner and frontline communities will be provided by the Ministry to UNDP);
• Develop a concept for an informational campaign to promote the «Shoulder to shoulder» project, outlining key communication directions, approaches to engaging with communities, and usage of information channels;
• Evaluate the impact of community collaborations, identifying successes and challenges, and formulating actionable recommendations for improving inter-community cooperation;
• Collaborate with different stakeholders and partners to streamline project objectives and deliverables;
• Perform other duties as assigned by the supervisor and UNDP Ukraine Leadership.

Requirements for candidates:

• A minimum of 7 years of professional work experience in policy development or implementation, legislative work, or data analysis is desirable;
• Excellent oral and written skills; excellent drafting, formulation, and reporting skills;
• Accuracy and professionalism in document production and editing;
• Master degree or equivalent in law, international law, economics, mathematics, systems analysis, public administration or related fields is required.

• English, Level: Working knowledge, Required
