The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security. 

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.  

FHI 360 is seeking qualified candidates for a Senior Specialist, HE M, who will report to the Technical Advisor, HEM, and be seconded to the Public Health Center of the Ministry of Health of Ukraine (UPHC). This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken English and fluency in Ukrainian are required.

 Job Summary:

The Senior Specialist, HEM, supports the enhancement of Ukraine’s public health emergency management systems by strengthening UPHC and its Public Health Emergency Operations Center (PHEOC) operational capacity, facilitating multisectoral coordination, and advancing institutional readiness to epidemic-prone infectious diseases. This role contributes to the development, testing, and refinement of emergency preparedness plans, protocols, and standard operating procedures, ensuring alignment with national and international frameworks. The role includes facilitating the design and implementation of annual simulation exercises, after-action reviews, and joint training to enhance interoperability across health and non-health sectors. It also involves promoting evidence-based improvements and supporting the integration of strategic information systems to enable real-time decision-making during public health emergencies. Through close collaboration with EpiC Ukraine and UPHC teams, the Specialist contributes to effective planning, evaluation, and documentation of emergency response efforts. 

Accountabilities:

  • Strengthen the operational capacity of the UPHC and its Public Health Emergency Operations Center (PHEOC) to coordinate multisectoral preparedness and response to epidemic-prone infectious diseases
  • Support the development, testing, and refinement of emergency preparedness and response plans, protocols, and standard operating procedures in alignment with national legislation and normative legal acts, as well as international frameworks (e.g., IHR (2005), GHSA)
  • Support the development of an annual plan for multisectoral simulation exercises, after-action reviews, and joint training, and facilitate their implementation to strengthen institutional readiness and interoperability across health and non-health sectors
  • Monitor and evaluate the effectiveness of emergency preparedness and response activities, and recommend improvements to UPHC and EpiC teams based on evidence and international best practices
  • Coordinate closely with the EpiC Ukraine HEM team to ensure timely communication and effective support for emergency preparedness and response activities targeting oblast-level actors
  • Inform EpiC Ukraine and UPHC teams of identified needs related to the integration of Strategic Information (SI) systems and real-time data flows to support situational awareness, decision-making, and coordination during public health emergencies
  • Prepare detailed reports on emergency responses, including lessons learned and recommendations for improvement.
  • Ensure all activities adhere to quality standards and align with best practices in health emergency management.
  • Ensure that emergency management activities are aligned with EpiC objectives and reporting requirements 
  • Contribute to EpiC and UPHC documentation of lessons learned and success stories.

Education Qualification & Experience

  • Master’s Degree in Public Health or similar degree in Social Sciences; or a Bachelor’s Degree in clinical or public health with the equivalent work experience in health emergency context in Ukraine.
  • Certification in Emergency Management or Disaster Response is a plus.
  • 6+ years of relevant experience in designing and evaluating applicable programs/services. 
  • Demonstrated experience leading emergency health responses in low-resource settings, including outbreak response and disaster recovery.
  • Proven ability to work in partnership with government agencies and international organizations.
  • Experience in capacity building and training of health workers in health emergency management.
  • Good understanding of IPC and water, sanitation, and hygiene (WASH) practices in emergency health context. 
  • Knowledge of the GHS field in general, including international frameworks and tools such as the International Health Regulations (IHR 2005), the Joint External Evaluation, and the WHO Benchmarks for IHR Capacities, is desirable  
  • Ability to analyze and interpret epidemiological data.
  • Strong understanding of Ukraine’s public health and health care systems, government structures, and the national legal and regulatory environment as it pertains to health emergency preparedness and response. 
  • Strong understanding of strategic information systems, real-time data flows, and their integration into health emergency coordination platforms.
  • Demonstrated ability to collaborate with national MOH personnel, academic institutions, local public health and health care authorities, NGOs, and international partners.
  • Previous experience working with USG or PEPFAR supported programs and experience working in an international NGO/PVO environment desirable.
  • Proven skills in mentoring, supervision, training, and the use of quality improvement approaches.
  • Excellent report writing, analytical and communication skills, including oral presentation skills.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Ukraine.
  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
  • Ability to travel within country and internationally if needed. 
  • Professional proficiency in written and spoken English and fluency in Ukrainian.

 Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

 Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10%-25%
