ORGANIZATIONAL OVERVIEW 

FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Through funds provided by USAID’s Bureau for Humanitarian Assistance, FHI 360’s Crisis Response team is responding to the humanitarian emergency in Ukraine with an integrated health and protection program focused on decreasing morbidity and mortality among the conflict-affected population. The program activities are seeking to target the most underserved areas in the eastern and the southern regions with the operational offices open in Dnipro and Odesa. One of the protection sub-purposes of the program is to improve access to lifesaving services for survivors of gender-based violence (GBV) and increase awareness and monitoring of critical protection risks arising from this conflict. POSITION OVERVIEW  
 

Under the supervision of the Senior Protection Officer, the Protection Officer (PSS) is responsible for developing and leading protection, including psychosocial support and GBV, activities under the protection component of UHARP in the eastern region. S/he ensures that activities are conducted in a way that adheres to technical standards and supports implementation.

KEY RESPONSIBILITIES AND DELIVERABLES
 

  • Supervise the process of assessing Protection needs, specifically PSS and GBV needs, in the eastern region, compile the findings, and submit the Senior Protection Officer recommendation/s on the most underserved locations for interventions. 
  • Design the interventions modality, basing on the explored needs and the context specifics.
  • Develop the interventions plan and distribute the roles among the Psychologists, social workers and other staff as needed.
  • Negotiate with the relevant state institutions and other stakeholders.
  • Respond to the work schedule of mobile protection teams (including identification of locations for assessment and operation of mobile teams in the Dnipro region).
  • Supervise implementation of Protection activities in the eastern region, including but not limited to moderating support groups, raising awareness on self-care strategies, disseminating messages on available services for GBV survivors, and anti-trafficking and trafficking prevention measures.
  • Hold weekly working meetings with the Psychologists  and other staff as needed on weekly basis. 
  • In case capacity development of Psychologists or other staff is needed to improve their skills in working with beneficiaries with specific needs (the elderly, hospice patients, individuals at acute stage of loss, male survivors, etc.): holding and designing  internal educational and capacity enhancement activities (trainings, refreshing sessions, or any others).
  • Conduct specialised training events, as needed, for staff, social workers and other service providers.
  • Supervise the work of protection volunteers in accordance with the respective SOP, indicate potential locations for their interventions, negotiate on the scope of work with the locations management, ensure that all respective documentation is filled out timely and accurately, including supervising payment process from program side.
  • Support distribution of dignity kits in accordance with the respective SOP, ensure that required reporting documentation is filled out timely and accurately.  
  • Ensure accurate referrals to available services if the requested support exceeds FHI 360's capacity. 
  • Contribute to managing budget and logistics of Protection activities in coordination with financial and logistic colleagues. 
  • Contribute to location assessments and prepare reports with monitoring specialists. Contribute to developing monitoring and evaluation plan in coordination with M&E colleagues. 
  • Coordinate with colleagues from the health other components to ensure positive synergies.
  • Produce regular reports on Protection activities.
  • Perform other duties assigned by the Senior Protection Officer or the Protection Coordinator.

DESIRED QUALIFICATIONS

 

  • University Degree or equivalent in Psychology, Social Works, or related discipline. 
  • 3-5 years of professional experience working with at-risk individuals, particularly on issues related to mental health, protection, and gender. 
  • Experience in dealing with war trauma effects and knowledge of appropriate mechanism to improve people’s resistance during the protracted crisis. 
  • Experience with the issues of women's rights and GBV, including domestic violence, anti-trafficking, and conflict-related sexual violence is an asset.
  • Experience with humanitarian and/or development programming on mental health and psychosocial support at the national or international level is an asset.
  • Skilled in Microsoft Office usage at the level sufficient for effective performance of the assigned tasks.
  • Fluent in Ukrainian and Russian. Intermediate English is an asset.
