arche noVa - Initiative for People in Need is a religiously independent non-profit, non-governmental organisation (NGO) based in Dresden, Germany, working in the field of humanitarian aid, rehabilitation and development. Since 2016, arche noVa has been active in Ukraine, supporting the affected population in Donetska and Luhanska oblasts. With the full-scale war outbreak in February 2022, arche noVa has expanded its relief program in Ukraine, responding to the unprecedented humanitarian crisis. The war has shown no signs of abating and continues to drive increasing humanitarian needs across the country, affecting all spheres of life and uprooting millions of Ukrainians. It has resulted in civilian casualties that continue to grow and significant damage to infrastructure.
For the implementation of the arche noVa`s relief measures in Ukraine, we are looking for a Security Officer (national position)
Duration: 12 months with the possibility of an extension
Position to be filled: asap
Duty station: city of Kyiv
Contract: labour, with one month of a probation period
Under the direct supervision of the Procurement & Logistics Coordinator, the position holder will be responsible for providing operational support to enable the effective implementation and delivery of arche noVa relief activities while managing security issues. To contribute effectively, the position holder is expected to demonstrate a sound understanding of the current and planned organisation`s programme activities, as well as the country`s context, including security risks, constraints and challenges for the arche noVa team and its local partners, providing operational leadership in security management.
Core responsibilities:
- Serving as a focal point responsible for the security management in the mission.
- In close cooperation with the arche noVa national management team and HQ Security Advisor, implementing the mission`s security plan, including in all the project locations, and adapting it as required to the environment.
- Monitoring the civil, political, religious, criminal and security situation in each of the project areas.
- Conducting analysis of relevant information, noting trends and patterns, and giving advice to the arche noVa national management team and HQ Security Advisor for decision-making.
- Conducting regular security assessments and check-ups either directly or remotely, including in the project areas.
- Ensuring the premises, e.g., offices, warehouses, etc., met safety and security requirements and standards, including fire safety, working conditions, etc.
- Managing and reporting security incidents in line with the internal procedures and ensuring required follow-up actions are applied.
- Arranging and overseeing relocations and/or emergency evacuation as per the internal procedure when required.
- Assisting the country and HQ Logistics teams with country visits as required, which may be at short notice and in difficult environments.
- Contributing to raising preparedness and strengthening the country team's capacity related to safety and security, including security briefing, training, drills, induction of new team members, etc.
- Contributing to inter-agency coordination in terms of security, including through seeking opportunities for formal and informal cooperation.
- Performing other relevant duties as and when required.
Requirements:
- Qualification in Security Management, Social Science and other relevant fields.
- Proved experience in the field of security in an emergency context.
- Demonstrated understanding of security management in complex emergencies, DRR concepts, context-related security concerns, and appropriate responses to such emergencies.
- Good understanding of roles and responsibilities of humanitarian cooperation architecture, including key actors, standards, clusters, donors, etc.
- Readiness to travel regularly to the project sites (Kyivska, Chernihivska, Sumska, Kharkivska, Mykolaivska and Khersonska oblasts).
- Ability to work both independently and in a team.
- Good command of Ukrainian and English (both written and spoken) is preferable.
- Strong self-organisational skills.
- Ability to work under stress.
