Position Purpose 

Supply Chain Officer provides support to the program by undertaking technical and practical operational tasks to ensure smooth, safe and efficient operation of supply chain activities in accordance with the Operations Handbookand Program Manual with adherence to the donor guidelines.

Responsibilities:

1. Procurement. Coordinate with Supply Chain Coordinator, Director and the team to make sure:

• To make sure trackers and make sure they are updated on regular bases. • PRs and POs are processed within the timeline and clear none-processed ones.
• Project HOPE procrement handbook is followed and in place.
• Familiar with Procurmenet principles and making sure they are respect during purchasing process. 
• Archiving system, both soft copies and hard copies of documents as per procedure. • Support field based with preparing their RFQs, RFPs and ITB relevant documents, as well as TOC (tender), reports for procurement & tender committee review. 
• Participate in the evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in the selection of consultants contain all the facts and information required to justify the recommendations made in the report. 
• Participate in the joint verification of procured goods, services and works and to ascertain the conformity of the item to Technical Specifications and Quantities. 
• Constantly search the market for new suppliers that may provide better service or value for money for Project HOPE. 
• Ensure the non-winning suppliers receive notification from Project HOPE about the status of their bids. 
• Preparing plans for the purchase of equipment, services, and supplies. 
• Create and maintain relationships with venders/suppliers. 
• Ability to multitask, prioritize, and manage time efficiently. 
• Excellent communication skills. 
• Accurate attention to detail. 
• Goal-oriented, organized team player. 
• Ability to work well with management and staff at all levels. 
• Understand the market availabiilties, contioue assessment, reflecting ground realties for each procurement. 
• Managing inventories and maintaining accurate purchase and pricing records. 
• Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.

2. Warehousing. As part of Supply Chain team, the selected Supply Chain officer coordinates with warehouse team of stock deliveries, support and help their tasks, and filling the gap whenever needed. 

3. Assets/Inventory. As part of Supply Chain team, the selected Supply Chain officer coordinates Assets and IT team of purchasing, registering and tracking assets.

4. Fleet. As part of Supply Chain team, the selected Supply Chain officer coordinates with fleet team of purchasing of vehicles, managing drivers, tracking movement, support and help their tasks, and filling the gap whenever needed.

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Educational background: 

• Bachelor’s degree in supply chain, business, economy, engineering, IT or other relevant degrees. 
• Driving license 

Language Skills : Ukrainian – fluent. English - minimum Upper-intermediate. 

Technical Skills: Microsoft Office, Adobe Acrobat, etc.
