Consultancy Description
The Rehab Education Consultant will work closely and support the OT Technical Specialist in conducting activities related to the development of OT education in the network of the Rehab4U Project. Those activities will focus on strengthening higher education institutions' capacity to create/ update and implement master ’s-level OT education programs and specialization programs at three selected universities. In coordination with the Rehab Education Coordinator will provide technical expertise to align Physical Therapy educational institutions with international professional competencies and national education standards.
Detailed Responsibilities
The OT Education Consultant shall assume the following specific responsibilities for the length of the consultancy:
Support the analysis of the educational needs of the OT workforce.
- Collaborate with the OT Technical Specialist to define the analysis's outcomes, stakeholders’ engagement, and study design.
- Support the OT Technical Specialist in engaging stakeholders to participate in the analysis.
- Collaborate with the OT Technical Specialist to create a questionnaire/-is needed to collect data.
- Support the OT Technical Specialist in data analysis.
- Provide feedback for the draft report on analysis of the educational needs of the OT workforce.
- Support in dissemination of the report to the relevant stakeholders.
Support the conduct of a situational analysis on the current resources of selected universities, which will enable the creation/ alignment of OT Master' s-level programs with national and international standards.
- Support the OT Technical Specialist in defining clear criteria to identify the universities for collaboration.
- Support the OT Technical Specialist to develop an evaluation form to identify the universities for collaboration.
- Collaborate with the OT Technical Specialist to develop a report template.
- Provide feedback for the draft reports on the current resources of selected universities, which will enable the creation/ alignment of OT master' s-level programs with national and international standards.
- Support in dissemination of the reports to the relevant stakeholders.
Support selected universities to implement the OT Master’ s-level program and specialization program.
- Collaborate with the OT Technical Specialist to identify the strengths and weaknesses of the selected universities and support them in the creation/ alignment of OT master' s-level programs with national and international standards.
- Support data analysis to identify gaps and possible solutions to launch specialization programs for occupational therapy practitioners.
Support Curriculum Development and Coordination for Master's-Level Physical Therapy Education
- Provide own recommendations to the Rehab Education Coordinator regarding curricula for the second (master's) level of higher education and syllabuses in physical therapy in neurology at selected universities.
- In the process of close cooperation, help to improve the curricula of the selected universities according to their request and the standard of physical therapist training at the "master's" educational qualification level.
- Establish and constantly maintain contact with representatives of universities at various levels (heads of departments, rectors, vice-rectors).
- Monitor changes in the education system in Ukraine in the specialty 227.1 physical therapy for the second (master's) level of higher education and timely inform other project participants about them.
- Providing consultations on the creation of curricula and programs in accordance with international standards.
- Coordinate with international consultants on clinical education improvement activities.
- Attend or represent MWH as needed in meetings with healthcare providers as needed.
Expected Deliverables
- Advise, provide inputs, and collaborate on an ongoing basis with the OT Technical Specialist and the Rehab Education Coordinator to support the analysis of the educational needs of the PT and OT workforce.
- Advise, provide inputs, and collaborate on an ongoing basis with the OT Technical Specialist to support the conduct of a situational analysis on the current resources of selected universities, which will enable the creation/ alignment of OT master' s-level programs with national and international standards.
- Advise, provide inputs, and collaborate on an ongoing basis with the OT Technical Specialist to support three selected universities in implementing the OT master-level program and specialization program.
- Advise, provide input, and collaborate on an ongoing basis with the Rehab Education Coordinator to support five universities in strengthening their physical therapy programs.
Minimum Qualifications and Experience
- Advanced degree (PhD or Doctorate) in rehabilitation sciences or a related field.
- At least 10 years of demonstrated experience in the educational sector of the rehabilitation field.
- Experience working with government agencies, including MoES and MoH, international organizations, and NGOs.
- Strong understanding of the Ukrainian education, healthcare, and rehabilitation sectors.
- Fluency in Ukrainian, intermediate level in English
