Responsibilities:
Responsibility 1: Programme Support
Contribute to the development of strategy, scope and range of the LA program for TGH in Ukraine including geographical and technical areas of work in consultation with the other active sectors of TGHEnsure the continuing development of a relevant and actionable LA strategy in the country as a whole Prepare and oversee program implementation to ensure timely delivery of program activities, including monitoring against log frames, individual performance management work plans, identifying program supplies needs and supporting coordination with the logistics team to put in place a practical phased procurement planCarry out regular monitoring field visits, including observation of legal aid activities implemented by TGH and Implementing Partners in all areas of implementation Ensure the participation of beneficiaries wherever possible and practicable, particularly as concerns cases accompanied by LAO Ensure that LA interventions are informed by and integrated with other core sectors, including and ensuring that issues for good practice in protection implementation are raised and addressedEnsure ethical sensitivity and principles of Do No Harm are maintained in the implementation of LA activitiesEnsure respect for good practices in data protection and confidentiality, including the ‘Need to Know’ principleEnsure proper filing of documents, including paper files of individual cases through regular file checks, and support LAO to ensure electronic and paper files are followed up, kept updated, and secured in line with good practice in data protectionProvide technical support for the design and improvement of LA interventions, including sharing and developing of tools, guidelines and standards as appropriateEnsure TGH's guidelines and international protection standards are considered and any departures documented
Responsibility 2: Monitoring, Evaluation, Accountability and Learning (MEAL)
Review monitoring and evaluation systems for LA interventions in collaboration with MEAL teamSupport on Protection Needs Assessments as required, in coordination with the Protection Cluster and/or other external agencies, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of women’s, children's and PWDs’ needsGather lessons learned for the project and put together case studies to inform future programming and strategic directionsPrepare timely program and donor reports on LA project activities
Responsibility 3: Fundraising and Advocacy
Working closely with staff from the Program unit, support fundraising for LA, including development of high quality concept notes and proposalsEnsure that TGH's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of women, children and PWD are being addressed
Responsibility 4: Capacity Development
Manage and lead TGH Ukraine LA staff through technical support and supervisionProvide on-going coaching, mentorship and other capacity building for TGH and partner staffDesign and deliver training on technical aspects of program for TGH and partner LA staff, partners, local authorities and community members.
Responsibility 5: Coordination
Represent TGH and take a proactive role in the Legal Aid Working Group and ensure a presence of the Legal Aid team on all associated Working Groups, Sub-Clusters and Task ForcesAs requested, represent TGH in other Protection-related Clusters, Sub-Clusters, Working Groups and Task ForcesMaintain relationships with relevant government departments, UN agencies, NGOs and community based organizations

The role of ICLA technical officer is to deliver high quality information, counselling and legal assistance services within delegated thematic and geographical portfolio.
Generic responsibilities
Ensure compliance with NRC policies, guidelines, standards and donor requirements

Specific responsibilities
facilitate provision of legal services (information, counselling and legal assistance) to beneficiaries through the Legal Aid Centres,
field visits to settlements within Donetsk and Luhansk Oblasts;
perform day-to-day case management and record keeping of legal cases and all-related files in internal database, spreadsheets etc.;
provide inputs to analytical and advocacy documents (briefing notes, case studies, comparative analyses, breakdowns on legislation and draft laws etc.);
prepare and develop reporting documents (weekly, monthly reports, reports and MoMs on internal and public events);
support organizing of public events as meeting, roundtables, technical working groups and participate in such events in behalf of NRC;
cooperate and communicate with local authorities and state agencies in Donetsk and Luhansk Oblast in respect of the NRC’s activities;
provide capacity building training according to the local authorities' and state agencies' requestsperform any other tasks as requested by ICLA Coordinator/PM.
