Position Title: Senior Protection Field Team Leader

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade G7

Type of Appointment: Special Short-Term, Six months with the possibility of extension

Estimated Start Date: As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission and Protection Officer (Returns) and with the direct supervision of the National Protection Field Officer, the incumbent will be responsible for independently coordinating implementation of a wide range of protection activities in specific locations/oblasts, as well as overseeing IOM overall provision of case management services for protection beneficiaries.

Core Functions / Responsibilities:

  1. In coordination with the international protection staff and the Protection National Field Officer, lead the effective and timely programmatic implementation of protection-related programming in specific locations of Ukraine (western, northern and central oblasts), in emergency and post-emergency operations.
  2. Take the lead on the implementation of protection activities, such as direct assistance, awareness raising and community engagement, and protection assessments, in specific locations. This includes but is not limited to providing technical and administrative guidance, supervision, monitoring the work of Protection Field Assistants and non-governmental organization implementing partners.
  3. Contribute to and advise on assistance and protection of different cases including those who need better access to rights and humanitarian assistance, gender-based violence, child protection cases, or cases of survivors of trafficking or exploitation in Ukraine. This may include strengthening identification and referral mechanisms, especially at the local/oblast level.
  4. Serve as the child protection focal point, participating in the Child Protection sub-cluster meetings, Children in Armed Conflict working group, child protection working groups led by the Government of Ukraine. Contribute technical substance and liaise at events, coordination structures, and platforms internal and external of IOM and at national and sub-national level.
  5. Support with project development, identifying emerging case management needs, participating in drafting proposals, budgets, and workplans, and interacting with potential donors. Contribute to specific project planning, management and regular monitoring and evaluation of protection activities at specific locations/oblasts, drafting input to internal and external reporting.
  6. Compile and present information on the local/oblast trends on a range of protection issues, in assigned geographical locations – to contribute to donor reports, other visibility materials as well as knowledge products.
  7. Support quality control of data collection and analysis relevant to protection activities by verifying data entry accuracy and ensuring confidentiality in accordance with IOM data protection guidelines.
  8. Undertake duty travel based on programme needs.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High School Degree/Certificate with seven years of relevant professional experience.

OR

  • Bachelor’s Degree with Social Sciences, International Relations, Political Science, Education, Law and International Relations or related field from an accredited academic institution with at least five years of relevant work experience.

Experience

  • Extensive work experience in the thematic area of countering human trafficking, exploitation, and gender-based violence, and especially the case management and assistance provision pillar.
  • Experience in supervision and provision of guidance to junior staff and monitoring of implementing partners, as well as rigorously applying internal guidance to financial and administrative procedures linked to the provision of direct assistance services. 
  • Work on a range of protection thematic areas, such as migrants in vulnerable situations, gender-based violence and child protection.
  • Experience in liaison and cooperation with governmental authorities, UN partners and NGOs, as well as other internal and external stakeholders.
  • Exposure to emergency responses and work related to internal displacement.
  • Previous work experience in IOM or a UN agency is preferable.

Skills

  • Extensive knowledge of migration- and protection- related subject areas dealt with by the Organization in Ukraine, especially in the counter-trafficking field. 
  • Excellent ability to produce and to make recommendations on content related to case management, on a range of topics.
  • Ability to learn quickly new thematic areas and workstreams related to the protection work of IOM in a variety of contexts.
  • Good communication and writing skills in English.
  • Proficiency in computer skills, especially in MS Office (Excel, Outlook, Word etc.) and experience in working with databases and online applications.

Languages

For this position, fluency in English and Ukrainian is required (oral and written).
