FOR THE CONSULTANCY CONTRACT OF: Disability Inclusion Consultant (Empowerment)
- Duty Station of the Consultancy: Odesa, Ukraine
- Duration of Consultancy: 9 months, with possibility of extension subject to funds availability and satisfactory job performance.
- Nature of the consultancy: Category A Consultancy
Under the overall supervision of the Chief of Mission and the Programme Officer (MHPSS), and the direct supervision of the Disability and Inclusion Associate, the Consultant will provide technical support and specialized services to enhance physical, intellectual, sensory and psychosocial accessibility of IOM programmes in emergency responses. The Consultant will also deliver Disability Inclusion (DI) informational sessions and training, specifically tailored to raise awareness and promote inclusion, ensuring that all activities are culturally sensitive and inclusive for persons with disabilities across collective centres and host communities.
- Project Context and Scope:
The overall objective of the Project is to enhance disability inclusion in collective centres, strengthening institutional capacity and empowering individuals to ensure persons with disabilities can fully participate in their communities, advocate for their rights, and integrate into social and economic life.
Within this project, disability inclusion services will be implemented through innovative, integrated solutions in selected collective centres. By equipping residents with the skills and confidence to advocate for accessibility and inclusivity, these initiatives will foster a more supportive and informed environment, both within the centres and in the wider community, while building on recent national and international initiatives advancing disability inclusive employment in Ukraine.

- Category A Consultants: Tasks to be performed under this contract
- Support the development, implementation, and monitoring of the Disability Inclusion (DI) activity plan, ensuring activities respond to identified needs and that progress is tracked against agreed objectives and indicators.
- Ensure timely and accurate reporting on implemented activities, results, challenges, and lessons learned, in line with IOM reporting requirements.
- Enhance the accessibility, equipment, and staff capacity in collective centres to assist Persons with Disabilities, including conducting or contributing to technical accessibility and universal design assessments, identifying gaps, and supporting the provision of appropriate assistive technologies and devices in line with international inclusion standards.
- Strengthen the capacities of Persons with Disabilities to actively participate and represent their interests in collective centres and host communities by facilitating empowerment activities, peer?support initiatives, and leadership or self?advocacy initiatives, including the provision of in-kind equipment and supervision, to promote meaningful engagement in decision?making and community life.
- Support the development of life skills among Persons with Disabilities, in collaboration with MHPSS staff and consultants, through the design and delivery of tailored sessions aimed at strengthening autonomy, confidence, and readiness for access to education, vocational training, and employment including skills related to organization, problem?solving, decision?making, adaptability, and workplace preparedness.
- Coordination and constant interaction with local Organizations of Persons with Disabilities (OPDs), at local and national levels, including in needs assessments, design and implementation of empowerment activities, monitoring and feedback processes, to ensure that interventions reflect lived experiences, align with CRPD principles of participation, and strengthen national disability networks.
- Assist the Senior MHPSS Associate (Mainstreaming) and the programme management., contributing to the implementation and monitoring, and quality assurance of disability?inclusive of project components.
- Support in the creation of the DI activity plan based on identified needs and ensure smooth implementation and monitoring of the plan’s progress.
- Ensure the on-time reporting about the provided activities.
- Perform such other duties as may be assigned.

Outcome: 40 hours of work per week of D&I mainstreaming efforts.
- The successful implementation of the planned activities with the proper quality of service delivery in line with IOM guidelines.
- The fulfilment of the time on the job required as indicated in the contract, which will be confirmed through a detailed time sheet.
- Education, Experience and/or skills required
- Master’s degree in the social or humanitarian sphere from an accredited academic institution with at least 5 years of relevant professional experience in the development or humanitarian sector;
or
- University degree in the above field with 3 years of relevant professional experience in the development or humanitarian sector.
- Sound knowledge of foundational concepts in relation to accessibility and disability inclusion.
- Demonstrated experience and updated knowledge in the field of accessibility and disability inclusion.
- Experience in technical resources development, including tools, guidelines, and training materials.
- Candidate must be familiar with the UN system, with understanding of IOM being an advantage.
- Ability to foster commitment and build capacity among personnel, including training and workshop facilitation.
- Ability to work under pressure and deliver within the timeframe.
- Fluency in Ukrainian is required. Working knowledge of English would be an asset.
