Annex 2 - TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: Trainer on VoT referral and PFA (Consultant)

1. Duty Station of the Consultancy: Lviv, Ukraine (home-based)
2. Duration of Consultancy: 2 months
3. Nature of the consultancy: Category B Consultancy

Under the overall supervision of the Chief of Mission and the Protection Officer (Returns), with the direct supervision of the Programme Specialist (Capacity Building), the Consultant will develop and design the contents of one-day training on the identification and referral of victims of trafficking (VoT), as well as  Psychological First Aid (PFA) for the National State Border Guard Service personnel and to facilitate these trainings during mid-September - October 2024 in indicated regions of Ukraine.

1. Project Context and Scope:

In the framework of Project “Prevention of trafficking in persons and other protection risks of vulnerable conflict-affected people of all genders and ages in Ukraine and Neighbouring Countries” that is aimed at strengthening capacities of the national counter-trafficking stakeholders to identify, protect and assist victims of trafficking in human beings, IOM Ukraine has joined efforts with UNHCR Ukraine to conduct a series of one-day trainings on the identification and referral of victims of trafficking, as well as  Psychological First Aid (PFA) for the National State Border Guard Service personnel. The goal of the training is to make the identification of trafficking cases during the border crossing better and broaden the knowledge of SBGS staff on human trafficking and providing PFA to survivors.

. The learning objectives are aimed primarily at people who potentially can identify survivors of human trafficking. The trainings are going to be held in Odesa, Lviv, Vinnytsia, Zakarpattia, Volyn and Chernivtsi regions.

The objective of this consultancy is to develop and design the contents of one-day training and to facilitate these trainings during mid-September - October 2024 in indicated regions of Ukraine.

1. Organizational Department / Unit to which the Consultant is contributing: Protection Unit;
2. Category B Consultants: Tangible and measurable outputs of the work assignment
3. To develop and design the contents of the one-day training (presentation, tasks), presentation and content of PRE-POST tests for personnel of National State Border Guard Service on counter human trafficking and Psychological First Aid.
4. To facilitate 10 one-day trainings on counter human traffickingin different regions of Ukraine (Odesa, Lviv, Vinnytsia, Zakarpattia, Volyn and Chernivtsi regions):

• Facilitate group work and provide all relevant expertise in Q&A sessions;
• Organize and supervise PRE-POST tests.

1. To prepare the report on the activities during trainings:
   • to analyse Pre-Post tests;
   • reflect overall activity of group of participants of each training.
2. Perform such other duties as may be assigned.
3. Performance indicators for the evaluation of results

Deliverable 1 by 15 September 2024

1. 1. Contents of the one-day training, presentation and content of PRE-POST tests for personnel of National State Border Guard Service is developed and agreed with IOM.

Deliverable 2 by 15 November 2024

1. 10 one-day trainings are conducted, and reports submitted to IOM.

The payment of the Consultant’s fees shall be initiated within 10 days after IOM’s receipt and approval of the outputs outlined above.

1. Education, Experience and/or skills required

• University Degree in Pedagogy, Psychology, Law or related field, with five years of professional experience in the area of countering trafficking in human beings;
• Previous experience in developing and conducting counter-trafficking simulation exercises;
• Excellent understanding of human trafficking processes and relevant national legislation;
• Excellent written and oral communication skills in Ukrainian; knowledge of English will be an asset;
• Ability to work independently and as a team member;
• Self-discipline and the ability to work according to set time limits.

Yes, travel to the trainings location within Ukraine is necessary.
