The “Arbeiter-Samariter-Bund Deutschland (ASB)” is a German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, ASB has acted as a politically and denominationally independent association.
ASB’s Foreign Aid Department provides humanitarian aid through offices in 30 countries worldwide. ASB has been implementing humanitarian interventions in Ukraine since 2014. During 2014-2018, the project activities for internally displaced persons were implemented in close cooperation with ASB’s local partner, Samaritan Union of Ukraine (SSU). In 2018-2019, ASB provided humanitarian assistance to conflict-affected populations in the 5-kilometer zone along the ‘contact line’ (government-controlled areas of Luhansk and Donetsk oblasts). During 2019 - 2022, ASB implemented humanitarian activities in the conflict zone both directly and through its local partner. Since February 2022 ASB has been implementing large-scale emergency response projects providing in-kind and cash assistance to conflict affected populations throughout Ukraine.
ASB in Ukraine is currently seeking expressions of interest from qualified candidates for the position of Area Coordinator / Head of Programme.
Area Coordinator / Head of Programme
The Area Coordinator / Head of Programme will coordinate project activities of ASB and its implementing partners in Ukraine.
Duration: 12 months (possibility of extension)

KEY RESPONSIBILITIES:
- Collaboratively develop and communicate a clear vision of present and future program goals and strategies with program team, and other team members and stakeholders, translating into concrete work plans.
- Lead countrywide program strategy development, prioritize and organize actions and resources to achieve objectives.
- Closely follow analysis of the Ukraine socio-political, economic, access, and security context ensuring that this analysis is well incorporated in planning for both short-term humanitarian and longer-term sustainable development and resilience programming.
- Ensure effective communication and collaboration between programs and support function teams.
- As Area Coordinator, be responsible for the proper functioning of the area office in Lviv
Project Management:
- Provide overall leadership and quality control to Program teams working on the program development process, including ensuring that all program design processes are evidence-based.
- Coordinate with partner organizations and field program staff on proposal development and design, to ensure compelling proposals are submitted at all times.
- Coordinate with partner organizations regarding design, implementation, monitoring & reporting of projects.
- Monitor project activities and processes against targets and adjust if necessary.
- Take a lead in financial planning & monitoring of projects.
- Prepare required project documentation to Donors.
- Develop project concepts and proposals.
Coordination & Representation:
- Represent ASB towards local authorities, donors and other stakeholders.
- Coordinate with UN clusters (cluster meetings and reporting to Clusters / Working Groups).
- Explore, evaluate and present innovative funding opportunities that support program objectives.
- Identify, build and manage collaborative partnerships with consortium partners, donors, governments and other stakeholders.
Compliance/ Quality Control:
- Ensure project activities are in line with recommendations of relevant Clusters and/or Working Groups, humanitarian standards and Donor’s regulations
- Serve as country-wide main overall budget holder at program level and manage and support budget holders for individual projects and ensure project expenditure is in line with work plans and commitments to donors, ensuring that all programs are on time, on scope and on target.
- Maintain oversight of overall program budgets ensuring appropriate allocation of resources to meet program objectives and to align with overall country needs.
Team Management:
- Create and sustain a work environment of mutual respect and continuous learning where team members strive to achieve excellence.
- Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
- Manage performance of program team including establishment of clear and measurable objectives, ongoing feedback, periodic reviews and regular check-ins.
- Contribute to country team-building efforts, facilitate cross departmental cooperation, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
- Hire, orient and provide mentorship and capacity building to team members as necessary.
Security
- Ensure compliance with security procedures and policies.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
KEY REQUIREMENTS:
Experience:
- Minimum five years of relevant work experience in project management, preferably in an international humanitarian NGO
- Profound experience in key working areas such as Humanitarian Assistance
Knowledge & Skills:
- Proficient knowledge in budget development / management as well as administration and logistics
- Strong communication skills, with excellent written and spoken English
- Advanced knowledge of Microsoft Office
- Excellent interpersonal skills
- Strong analytical, problem solving and organizational skills
- Ability to work independently and handle multiple tasks
- Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.)
