National Child Protection Officer

Working location: Ukraine

Type of contract: Employment Agreement

Duration: until 31 December 2024 with possible extension depending on funding

Mission of the position:

The National Child Protection Officer supports the development of projects within Ukraine, ensuring that protection is mainstreamed at all stages of the project cycle. Supports on child protection related national deliverables in compliance with international standards, and provides administrative assistance throughout the programming process. The role involves working directly with vulnerable children who are at risk of harm or abuse, as well as working with their families and carers, to introduce measures to improve family behaviour and protect children to ensure that durable solutions are sought. Moreover, s/he supports capacity building initiatives in child protection on different levels in the Ukraine and works closely with other colleagues of the Ukraine Emergency Response.

Key tasks and responsibilities:

  • Child protection officer ensures the protection of the interests of children in the framework of any projects and activities.
  • Participates in the situation analysis for the development, design and management of child protection related projects. 
  • Researches and reports on development trends on violence against children. Collects data for use in programme development, management, monitoring, evaluation and delivery of results.
  • Regularly monitors of child protection risks, violations and capacities in Ukraine to enable evidence-informed prevention and response actions.
  • Conducts regular programme field visits and surveys for exchanging information with implementing partners and stakeholders to assess situation and provide technical support.
  • Provides support to staff, volunteers and implementing partners in understanding of SOS policies, strategies, processes and best practices in child protection, to support programme implementation.
  • Ensures that child protection principles and best international practices are integrated into all child protection related activities (shelters, camps, child friendly spaces, etc.)
  • Ensures that key strategies, approaches and interventions for preventing and responding to the child protection risks are aligned with the national child protection system and minimum standards for child protection. 
  • Mainstream child protection at all stages of the project cycle.
  • Ensures that relevant child protection documents and tools are developed and available to all staff, volunteers and implementing partners at national and programme level.
  • Identifies capacity building needs on child protection at national level and in programmes, supports development and implementation of necessary training tools and processes.
  • Collects and documents lessons learnt and identified challenges to ensure the relevant preventive measures.
  • Facilitates internal and external knowledge sharing on child protection with a strong focus on prevention and capacity building.
  • Participates in and contribute to the national child protection coordination bodies and networks, inter-agency Protection Cluster, Child Protection sub-cluster and relevant task forces.

Requirements:

  • A university degree in social science, social work, international law, human rights, psychology, development studies, international development or other relevant fields.
  • At least 3 years of work experience in the sector of civil society, development or humanitarian aid in child-centred programs. 
  • A minimum of 2 years of relevant progressive experience at the national level in child protection in an emergency context, in program planning, monitoring and evaluation.
  • Proven background and familiarity with international human rights and humanitarian law and emergency response. 
  • Knowledge of international protection standards.
  • Substantial experience working on protection, human rights monitoring, armed conflict and natural disasters-related issues is highly desirable.
  • Strong communication skills and ability to lead discussions/meetings.
  • Proven track record in building the capacity of staff and partners as well as in providing technical assistance.
  • Ability to adapt to changing circumstances, work under pressure and cope with stress.
  • Experience in establishing strong and effective working relationships with colleagues from different backgrounds and cultures.
  • Readiness for business trips within the country to multiple locations (up to 50%).
  • Willingness to potentially work in a volatile security environment.
  • Proficiency in Ukrainian and English. 
  • Sharing the values, aims and objectives of the organisation, and commitment to humanitarian principles and international humanitarian standards.
