The CM Supervisor will be responsible for overseeing the planning and implementation of case management programs, including activities in Child Protection, Gender Based Violence, Cash for Protection, Awareness Raising, and Capacity building through clear planning, implementation and monitoring of all activities. 

The CM Supervisor will work under the direction and line management of the Senior Protection Manager in Dnipro, and be technically guided by the Senior Program Coordinator.

Tasks and responsibilities:

  • Lead a case management team to plan and implement case management, individual protection assistance (Cash for protection), awareness raising, and capacity building activities through assessment, case planning, case implementation, follow-up, and case closure through regular case committee meetings.  
  • Ensure the quality of program delivery by actively collaborating with the Senior Protection Manager to operationalize global and national clusters' recommendations, guidelines and standards.
  • Contribute to donor and other organizational reporting, as requested by the Senior Program Coordinator.
  • Ensure registered cases are recorded in the database in a timely manner and update information as necessary, and ensure that progress is updated in the database. Collaborate proactively with the MEAL department in verifying, cleaning and preparing data for reporting.
  • Ensure cases identified for IPA / Cash for Protection (C4P) that evolve into case management cases are effectively integrated into case management.
  • Set up and maintain a solid referrals system for intra-TGH, intra-consortium and inter-agency activities, under the guidance of the Senior Protection Manager.
  • Provide feedback for improving protection activities quality to supervised staff, support capacity building of field officers to work according to donor guidelines such as indicators, compliance, regulations, etc.
  • Lead or contribute to assessment of needs, gaps of target populations in current and prospective areas of operations and other assessments, periodically update the protection situation analysis as requested by the Senior Protection Manager.
  • Conduct quality monitoring of the service provision through individual and group supervisions (observation, case discussion, file check, capacity assessment, etc.) and field visits per protection minimum standards.
  • Supervise the identification and registration of individual cases requiring protection services through direct support from TGH, indirect support through referral and follow-up, and/ or through information sessions for the targeted population.
  • Develop a service mapping to support referrals and the general reach of programming, under the guidance of the Senior Protection Manager.
  • Ensure protection staff awareness and implementation of national and global protection minimum standards, under the guidance of the Senior Protection Manager.
  • Ensure timely recording and updating of registered cases, consultations, and group activities in the database; ensure security of databases.
  • Uphold and support field officers in upholding humanitarian principles, protection principles and ethics.
  • Actively collaborate with the MEAL department to verify and clean program data to prepare it for reporting.
  • Supporting the MEAL department in carrying out independent checks of data and post-service/distribution monitoring of project activities on a regular basis.
  • Support the MEAL department, Senior Protection Manager in updating tools such as KoBo forms based on field officers’ feedback and global guidelines. 
  • Ensure the field team upholds data protection principles and protocol.
  • Develop a monthly analysis of data to support the team in anticipating potential challenges in meeting the indicators of various projects.
  • Design and deliver training on technical aspects of program for TGH Case Management staff, partners, local authorities and community members. 
  • Support the  Senior Protection Manager and Senior Program Coordinator/Field Coordinator in increasing the reach of TGH’s programming by working with the field officers to identify gaps in coverage, new areas for programming, establishing contact with the local authorities, etc. 
  • Set performance objectives of a team of field officers (Caseworkers and Outreach Workers), meeting monthly to update on their progress against agreed actions, provide support and guidance and set actions for the forthcoming month.
  • Conduct regular meetings with the team and with the Senior Protection Manager to track progress and discuss staff challenges and opportunities.
  • Conduct recruitment of new staff members and provide orientation guidance. 

 Job Requirements

Required Educational Qualification, Skills and Experience:

  • University degree in a relevant field, including but not limited to social work, law, human rights, social science, psychology, etc.

  • 1 year of experience as a supervisor/manager of case management, legal aid, or other protection teams in a humanitarian emergency.

  • 1 year of experience as a protection case manager, legal aid officer or any position related to protection. 

  • Technical knowledge and understanding of protection in humanitarian emergencies, including issues relating to violence, coercion, deliberate deprivation and abuse.

  • Technical knowledge of protection minimum standards related to case management, awareness raising, individual protection assistance/cash for protection, protection counselling, referrals under the umbrella of general protection, child protection and gender-based violence specialized programming.
  • Leadership (not only managerial) skills. Strong communication, negotiation, diplomatic and problem-solving skills.
  • Experiences in establishing and maintaining professional relationships and networks with external parties, including but not limited to local and national authorities, other non-governmental organizations, etc.
  • Willingness to travel in Kharkivs’ka, Donets’ka, Zaporizs’ka and Dnipropetrovs’ka oblasts around 30% of the time.
  • Adaptability and openness to feedback, including the evolution of contexts and missions and new protection minimum standards.
