Security Emergency Project Officer

Загальний опис посади

Фахівець з безпеки проєкту з екстренного реагування відповідатиме за своєчасне впровадження Механізму реагування на надзвичайні ситуації (ERM) на Сході України під керівництвом Координатора проєктів з екстренного реагування та за технічної підтримки Менеджера з безпеки країни.

Фахівець з безпеки проєкту з екстренного реагування буде підтримувати планування, впровадження та звітність ERM ACTED, яка складається з надання предметів першої необхідності у секторах WASH, Shelter та продовольчої допомоги прифронтовим районам. Виходячи з потреб проєкту, це може включати проведення оновлення контексту, оцінку безпеки та ризиків, участь та підтримку проведення безпечних польових виїздів та координацію з місцевими органами влади, місцевими партнерами та іншими зацікавленими сторонами для забезпечення своєчасної та безпечної реалізації проєкту. 

Functions Project Planning 

• Jointly with the Emergency Projects Coordinator and the Emergency Response Team (ERT), supports with planning the stages of project implementation, by:
  • Conducting ongoing contextual security analysis and reporting;
  • Providing regular security briefings to the team;
  • Provide analysis of potential new locations of intervention on need basis.
• Promote and share ideas for improvement of safe implementation of the activities based on lessons learned and best practices.
• Support ongoing training of ERT and other teams, including periodic refreshers, training on threats, training on movements, etc.
• Support the ERT and Security team in movement planning including providing support to the security team on access constraints mapping and contingency planning. 

Project Implementation

• Together with the Emergency Projects Coordinator and the relevant Project team, support the implementation of the relevant project activities, this may include, but is not limited to:

1. Conducting or supporting conducting security assessment of new locations;
2. Ensure the follow up of the ERT of movement to the field and support wider movement plan in coordination with Emergency Projects Coordinator on a weekly basis;
3. Supports ERT with preparing necessary Security Clearance forms and ensuring mitigation measures indicated by the Security team are respected;
4. Provide ongoing security monitoring during field trips in frontline areas, supporting the team in decision-making during field trips;
5. Supports ERT with security assets management and follow-up; 

• Provides security support and guidance to CSOs implementing distributions, including providing ad-hoc security briefings, analysis and trainings.
• Ensure that the activities are conducted prioritizing the safety of beneficiaries and provide advice for improvement accordingly to Acted security and programmatic SOPs and guidelines.
• Anticipates and mitigates day to day obstacles/problems rand trouble-shoot any unforeseen challenges during the project implementation, including contributing to ACTED’s project risk register.
• Swiftly identifies issues that may result in security (including reputational) risk for ACTED and its donors, and:

1. immediately refer such issues to the Area Coordinator and the relevant Project team / Security/ Compliance & Transparency team (as applicable); and
2. where requested, participate in the process /decisions to mitigate/overcome such risks.

• Support the ERT and Security team to develop and implement Crisis Management for ERT team and activities (as applicable). 
• Establishes a strong relationship with other actors (both security and administrative), including other NGO/INGO, INSO and agencies working in the security management field.
• Establishes and ensures a strong relationship with local authorities and organizations in the areas of implementation and supports maintenance of a contact database to allow relevant and timely follow up with relevant authorities in support of Acted’s project objectives.

Internal reporting and coordination

• Liaises regularly with the logistics and/or finance teams to facilitate project’s FLAT procedures.
• Liaises regularly with the security team to coordinate context and risk assessments as well as SOPs and training implementation. 

Experience and skills

• At least 1 year of experience in the humanitarian and/or development sector (strongly preferred).
• University level education in social sciences, political sciences, public administration, police, research or relevant field will be considered an advantage.
• Available for travel to the settlements located at proximity of the frontline, in security challenging environments, and for possible frequent overnight stays in ACTED bases (Dobropillya, Kharkiv, Dnipro and others, for up to 60% of the time).
• Good knowledge of the workings of local government systems.
• Previous experience drafting reports and memos, and making presentations.
• Proven ability to work autonomously, and at distance, with strong reporting skills.
• Proven ability to work in Microsoft Excel, Word and Outlook.
• Fluency in Ukrainian and a working knowledge of spoken and written English is required (and will be assessed via interview).
• Motivated to work as part of a teamwork in a multicultural environment, requiring flexibility and ability to work to tight deadlines.
• Willingness to travel to other ACTED offices.
