About IMPACT Initiatives
IMPACT Initiatives (IMPACT) is a humanitarian NGO, based in Geneva, Switzerland, with the aim to improve the impact of humanitarian, stabilization and development action through data, partnerships and capacity building programs. The organization manages several initiatives, which includes i) the REACH Initiative aimed at facilitating the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, ii) the PANDA Initiative aimed at directly supporting key aid actors in improving the effectiveness, efficiency, and efficacy of their programs, and iii) the AGORA Initiative aimed at promoting localized and multi-sectoral aid action in support of the recovery and stabilization of crisis- affected communities.
With over 400 staff members, including assessment, data analysis, GIS experts and field professionals, IMPACT currently has projects in over 25 countries across the Middle East, Africa, Asia, Europe and Latin America. IMPACT is a sister organization of ACTED, a French NGO with headquarters in Paris. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support in its fields of intervention.
CONTEXT
Join IMPACT Initiatives and help shape how humanitarian data is managed and used across Ukraine. As Data Specialist, you will provide technical leadership to the mission's Data Team, strengthen mission-wide data systems and workflows, support innovation and capacity building, and work closely with research, GIS, and coordination teams to ensure high-quality, efficient, and impactful data processes. This is an exciting opportunity for an experienced data professional looking to combine technical expertise with strategic leadership in one of the world's largest humanitarian responses.
We are looking for candidates with strong experience in data management and analysis, proficiency in R and/or Python, excellent problem-solving skills, and a passion for improving humanitarian decision-making through data.
DUTIES AND AREAS OF RESPONSIBILITY
Maintenance and development of tools and processes
- Responsible for maintaining the existing data processing systems according to IMPACT guidelines
- Maintain and develop existing data pipelines and ensure finalizing documentation for existing tools and instruments
- In coordination with the Assessment team, co-construct qualitative and quantitative data tools, ensuring data requirements of the research cycle/assessment are met.
- In response to identified needs, create tools and workflows to improve efficiency of research cycles.
Technical management and capacity support for data staff
- Provide technical line management for mission data staff, focusing on capacity building and skills development for junior data staff.
- Provide regular support and technical backstopping with unit-level senior data staff to optimize unit-level data capacity.
- Provide input on recruitment, onboarding, and appraisals of data staff.
- Coordinate project workflows and communications to meet deadlines within mission.
- Develop capacity building and training program for the data staff on data processes, creating and using tools, dashboards, and others.
- Develop and implement the training sessions for the Data, GIS and Assessment teams on relevant data tools and workflows.
Ensure quality and efficiency of mission-wide data processes
- Ensure that relevant IMPACT data standards, guidelines, workflows and SoPs are implemented consistently across the mission.
- Develop and coordinate processes for internal review of data and analysis outputs in cases where HQ review is no longer required.
- Implement best practices for data storage, backup, and recovery to minimize the risk of data loss.
- Maintain and develop internal standard procedures for data protection and storage of sensitive data.
Internal and External coordination
- Close cooperation with the Senior Management Team, Assessment team, Field, and technical teams to align data processes with organizational goals.
- Lead the implementation, monitoring, and periodic review of the Cross-cutting Technical Team (CCTT) strategy and workplan, ensuring progress against strategic priorities and adapting activities as needed.
- Act as the primary point of contact for HQ regarding global-level data priorities.
- Ensure that knowledge and learning processes are shared across the mission and with HQ.
- Facilitate knowledge sharing across units and with external partners.
- Where relevant, build partnerships with stakeholders to promote the adoption of innovative data tools and processes.
REQUIREMENTS
- University-level education in Data Science, Statistics, Computer Science, or a related field is required.
- Advanced proficiency in data processing, including work related to data visualization.
- Strong knowledge of R, Python, SQL, or equivalent programming languages.
- Experience with Power BI, Tableau, or other similar data visualization tools is a good advantage.
- Proven knowledge of Microsoft Office (including Word, Excel, and PowerPoint).
- Knowledge of GIS tools and spatial analysis is an advantage.
- Research and analytical skills are required (understanding of sampling frameworks and their application, an ability to analyze large data sets and conduct temporal or spatial trend analysis).
- Conduct capacity building and training teams and partners in data skills.
- Strong ability to work autonomously and multitask with tight deadlines, on numerous research cycles.
- Strong problem-solving skills and the ability to think critically & analytically
- Ability to take on feedback regarding concepts and ideation.
- Flexible and adaptable to deal with change, motivated to work as part of a team in a multicultural environment.
- Fluency in Ukrainian and English.
