Field Officer (Фахівець / фахівчиня польової команди)

ASSIGNMENT
IMPACT has been active in Ukraine since 2015, working primarily in government controlled and non-government-controlled areas of Donetsk and Luhansk. Following the full-scale invasion in February 2022, IMPACT significantly scaled-up its activities, operating across the whole country to support evidence-based planning and prioritisation.
IMPACT is seeking a Field Officer.Under the supervision of the Senior Officer (FIELD) and/or Operations Manager (FIELD), the incumbent is responsible for supporting the IMPACT/REACH team on field coordination, external relations, and assessment activities.
FUNCTIONS
Administrative tasks
- Support and liaise with FLATS in getting up to date information for temporary field staff by area in a timely manner in terms coordination, security situation, requesting trainings, etc.
- Regularly check and update information regarding equipment, uniform, CRM cards and other stuff needed and available for data collection by area.
- Fill in monthly allocation table for temporary field staff and drivers in a timely manner.
- Proofread field related documentation in Ukrainian/ Russian /English, printing, scanning.
- Initiate recruitment process and support in organizing/conducting interviews if requested of temporary staff to perform the above tasks.
- Signs HR and LOG related documents with enumerators, team leaders and drivers in a timely manner (monthly timesheets, mission leaves, and temporary staff appraisal forms if any).
- Archive all necessary field documents for the project (agendas, lists of training and FGD participants, photos of training, FGDs and field activities, etc.) in the specified directories/servers.
- Other duties and responsibilities related to the tasks assigned to the admin functions of field unit.
Field operation tasks
- Plan data collection by area, including preparation of movement plans of field teams, coordination with FLAT, Security and Area Coordinator and other relevant steps.
- Test and proofread data collection tools, provide timely feedback and pilot them in person if requested.
- Manage field team(-s) during data collection and personally participate in data collection as a lead of the team of enumerators and/or as a member of field team.
- Conduct monitoring of field team(-s) and fill in the monitoring form in timely manner
- Search and check relevant information in/from Internet resources.
- Manage official correspondence with a wide range of actors (local communities, authorities, facilities, etc.) about upcoming field activities, including following up on it.
- Organize and facilitate training for field team(-s) (enumerators and team leaders), including piloting data collection tools in the fields directly.
- Follow up on feedback from the data team on questionnaire during data cleaning.
- Fill out temporary staff appraisal forms and support enumerators with best practices.
- Other duties and responsibilities related to the tasks assigned to the field unit.
External engagement
- Coordinate all field related activities with local authorities, military structures, facilities, partners, and other relevant stakeholders and act as a focal point for communication with them.
- Represent IMPACT/REACH at coordination forums if requested.
- Lead and/or participate in external team meetings/dissemination events and take meeting minutes as requested and based on available capacity.
- Follow up with IMPACT/REACH Units and Teams members on requests from local authorities.
- Maintain and constantly update the contact database of local authorities and partner organizations active in areas under responsibility.
- Support with organization of events with different stakeholders as requested.
- Other duties and responsibilities related to the tasks assigned to external engagement process of the field unit.
REQUIREMENTS
Education
- University-level degree in social sciences, media studies, or any other relevant field.
Technical requirements:
- At least 2 years of relevant work experience is desirable
- Experience of work with local government authorities, international or local aid organizations is desirable
- Professional fluency in Ukrainian (both oral and written), English starting from A2.2/pre-intermediate
- Good knowledge of Microsoft Office, particularly Excel.
