ASSIGNMENT

IMPACT has been active in Ukraine since 2015, working primarily in government controlled and non-government controlled areas of Donetsk and Luhansk. Following the full-scale invasion in February 2022, IMPACT significantly scaled-up its activities, operating across the whole country to support evidence-based planning and prioritisation.

IMPACT is working across the country to provide humanitarian actors with rigorous data and in-depth analysis to ensure aid interventions are timely, appropriate, and relevant. The Durable Solutions and Inclusion Unit (DSIT) conducts the Longitudinal Study of Ukrainian Refugees and Returnees, gathering information on the severity and type of needs of displaced Ukrainians, as well as their socio-economic situation, to enable effective prioritisation of aid efforts.

IMPACT is seeking a Data Officer (DO), who will be responsible for data processing activities within the projects of the Durable Solutions and Inclusion Unit (DSIT), specifically Longitudinal Study, including dataset processing and analysis, as well as ensuring confidentiality, anonimyty and data protection.

RESPONSIBILITIES: 

• Create analytical products in the form of (aggregated) frequency tables and graphs; participate in the preparation of other analytical products (presentations, reports).
• Ensure strict confidentiality and data security throughout all stages of the research process, including data collection, storage, processing, publication, and sharing, with appropriate anonymisation and aggregation measures applied prior to dissemination.
• Maintain and update the time-series dataset, ensuring internal consistency across waves, including harmonisation of variables and documentation of any changes.
• Work in close collaboration and communication with other teams (Assessment, Field, GIS, Operations, Communications) to ensure the quality and integrity of all data-related processes and products.
• Collaborate with the country Data Specialist and the Headquarters Research and Data Teams to improve the existing tools and practices.
• Adhere to the ACTED Code of Conduct.

REQUIRED SKILLS:
  

• Bachelor’s degree completed or in process in a sphere of social sciences, data science, information management or other related specialization.
• Good knowledge of descriptive and inferential statistics, basic knowledge of data science
• Strong skills in Python and/or R for data analysis (pandas, tidyverse) and willingness to work with both.
• Strong skills and experience with Power BI.
• Good Excel skills.
• Fluency in English is required.
• Understanding data confidentiality and data security principles.
• Ability to multitask with tight deadlines, on numerous research cycles in complex environment.
• A self-starter with a proven ability to work independently.
• Ability to operate in a cross-cultural environment requiring flexibility.

NICE TO HAVE:
  

• Experience with Kobo Toolbox or similar platforms.
• Experience in humanitarian sector.
• Experience with other analytics or automatization tools would be a plus.
