Інженер/ка проєкту (Project Engineer WASH)

RESPONSIBILITIES AND ACCOUNTABILITIES 

Project planning:
-Conduct technical surveys of sites and propose appropriate measures in coordination with the Senior WASH Engineer and Coordinator. 
-Make suggestions for improvements and adjustments to measures based on field observations.  
-Provide technical advice for the preparation of project proposals as needed.  
-Support the planning of technical stages of project implementation under the guidance of the Senior WASH Engineer. 

Project implementation and monitoring:
-Participate in the implementation of WASH projects, ensuring the technical quality of work and compliance with ACTED standards and requirements. 
-Prepare technical specifications, bills of quantities (BoQ) and project documentation; assist in the preparation of tender documents. 
-Support the implementation of technical measures within WASH, in particular the construction and rehabilitation of water supply and sanitation systems. 
-Conduct field surveys to collect data on water quality, access, infrastructure condition, and other relevant indicators. 
-Assist in identifying appropriate technical solutions based on the results of field surveys in coordination with the senior WASH engineer. 
-Supervise the execution of construction works on sites and monitor contractors' activities at key stages.  
-Coordinate with logistics and field teams to ensure timely delivery of materials and smooth implementation of works. 
-Ensure that project activities target the most vulnerable populations in accordance with ACTED and donor criteria. 
-Support data collection for monitoring and reporting. 
Inform the Senior WASH Engineer of any risks, delays, or technical issues and facilitate their timely resolution.  

Administrative and operational management of project implementation 
 
Logistics:
-Provide technical recommendations for procurement planning in coordination with the senior WASH engineer and logistics team.  
-Develop accurate purchase orders, bills of quantities (BoQ), and technical specifications to ensure an efficient procurement and contracting process.  
-Ensure proper use and storage of technical materials and equipment at project sites. 
 
Administration/HR:
-Assist with technical assessment of candidates during the recruitment process as needed.  
-Report to the Senior WASH Engineer on the progress of technical work and the performance of field staff.  
-Support knowledge sharing and on-the-job training for junior staff and workers.  
-Facilitate the development of respectful and constructive working relationships within the technical team. 

External Engagement:
-Facilitate the implementation of community engagement activities in the area of WASH under the guidance of senior specialists.  
-Participate in field visits and meetings with stakeholders at the request of the Senior WASH Engineer or Coordinator.  
-Facilitate technical discussions with local authorities and partners to align with project objectives. 

Quality control:
-Support the evaluation of technical measures and provide reports on the use of materials and resources.
-Participate in documenting lessons learned and technical observations from field work.
-Provide technical advice for reviewing projects carried out by the AMEL department in coordination with the senior WASH engineer.  
-Support quality control of construction and rehabilitation works, ensuring compliance with technical standards and specifications.  
-Inform the senior WASH engineer or project manager of any technical gaps, challenges, or opportunities for improvement identified. 

Reporting:
-Provide regular and timely updates on technical progress, challenges, and observations in the field to management and relevant team members.
-Provide technical input and field data for the preparation of project reports and proposals under the guidance of the Senior WASH Engineer.

-Ensure the accuracy and completeness of technical information provided for internal and external reporting. 

Required experience and skills:
1. Minimum 5 years of experience in WASH (water supply, sanitation, and hygiene), knowledge of the structure of local authorities and government institutions.
2. At least 2 years of experience in the humanitarian and/or development sector. 
3. Good knowledge of local government systems.
4. Experience in developing strategies and plans, engaging communities, and interacting with local authorities.
5. Intermediate level of English and fluency in Ukrainian. 
6. Computer skills, experience using Microsoft Office programs (Word, Excel, PowerPoint, etc.)  
7. Ability to work both independently and in a team, actively proposing your own ideas. 
8. Stress resistance and ability to perform multiple tasks effectively at the same time.
