IMPACT has been active in Ukraine since 2015 through its REACH Initiative, a joint initiative with its sister organization Acted. IMPACT is working across the country to provide humanitarian actors with rigorous data and in-depth analysis to ensure aid interventions are timely, appropriate, and relevant. The Humanitarian Needs and Monitoring Unit (HMNU) gathers information on the severity and type of humanitarian needs across Ukraine to support ongoing humanitarian planning, and to enable effective prioritization of aid efforts. The Unit includes the Multi-sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM) and Joint Market Monitoring Initiative (JMMI), as well as other ad-hoc research cycles.

IMPACT is seeking a Data Officer (DO), who will be responsible for data processing activities within the projects of the HNMU including data collection, cleaning and analysis and visualization with interactive dashboards as well as ensuring confidentiality and data protection. 

KEY RESPONSIBILITIES:
  

• Support all the data-related processes within the HNMU projects.
• Create, deploy and maintain data collection tools for surveys (Kobo Toolbox) and secondary data. 
• Monitor the data quality during the data collection and clean the data to ensure standard requirements are met.
• Create analytical products in form of (aggregated) frequency tables, graphs and interactive dashboards; participate in preparation of other analytical products (presentations, reports).
• Maintain the strict confidentiality and security of the data throughout the whole process (collection, storage, publication, sharing).
• Work in close collaboration and communication with other teams (Assessment, Field, GIS, Operations, Communications) to ensure the quality and integrity of all data-related processes and products. 
• Collaborate with the country Data Specialist and the Headquarters Research and Data Teams to improve the existing tools and practices.
• Adhere to the ACTED Code of Conduct.
    

REQUIRED SKILLS:
  

• Bachelor’s degree completed or in process in a sphere of social sciences, data science, information management or other related specialization.
• Good knowledge of descriptive and inferential statistics, basic knowledge of data science
• Strong skills in Python and/or R for data analysis (pandas, tidyverse) and willingness to work with both.
• Strong skills and experience with Power BI.
• Good Excel skills.
• Fluency in English is required.
• Understanding data confidentiality and data security principles.
• Ability to multitask with tight deadlines, on numerous research cycles in complex environment.
• A self-starter with a proven ability to work independently.
• Ability to operate in a cross-cultural environment requiring flexibility.

NICE TO HAVE:
  

• Experience with Kobo Toolbox or similar platforms.
• Experience in humanitarian sector.
• Experience with other analytics or automatization tools would be a plus.
