ASSIGNMENT
We are currently looking for an Assessment Team Lead to join the Disaster Risk Reduction team.
IMPACT is seeking an Assessment Team Lead to lead a small team of GIS, data and assessment staff in 1) conducting multi-hazard risk assessments, geospatial analysis and similar activities; and 2) carrying out capacity-building and training focused on applied GIS, information management and assessment skills, with the overall objective of strengthening local and regional state and civil society capacity for disaster risk reduction and spatial planning in Ukraine.
The TL will be responsible for positioning the DRR team and its work within the evolving policy, programming and funding landscape for DRR and spatial planning in Ukraine in the context of a protracted crisis and emerging early recovery activities. This will primarily involve effectively implementing IMPACT’s existing DRR programming to a high standard to establish and maintain its presence as a well-known and legitimate actor in this space. Building on this, it will involve developing long-term relationships with key DRR stakeholders such as SESU and other relevant government authorities, non-government stakeholders including URCS, and key donors such as ECHO, in order to identify and pre-empt the information and capacity needs of these stakeholders as a basis for future work. This positioning work should also involve keeping up-to-speed with key policy developments, as well as maintaining relationships with key EU DRR stakeholders where possible in the context of ongoing Ukrainian government aspirations for EU alignment. Finally, it will involve building a mutually supportive relationship with Acted’s DRR team as a likely operational partner on much of the IMPACT DRR team’s future work.
The TL will be responsible for overseeing the development of research designs, the planning and monitoring of activities, and the quality of analytical outputs. They will ensure that findings reach key stakeholders in an effective manner for informing decisions around DRR. The TL is also responsible for overseeing the design, development, and implementation of trainings and mentoring efforts under the DRR team’s capacity-strengthening pillar. Lastly, the TL also ensures research projects and capacity-strengthening activities are implemented, and all deliverables met according to contractual budgets and timelines.
This is a senior position within IMPACT Ukraine, and the DRR TL will sit on the Ukraine Senior Management Team (SMT). As such, the TL will be expected to actively contribute to high-level discussions related to mission-level strategic and operational priorities, and close the feedback loop between the SMT and the DRR tea
This position is based in Chernivtsi, Ukraine, with regular travel throughout the country for meetings with local and regional authorities, consortium partners, or similar. As such, the ideal candidate will be someone who has previous experience operating in high-security contexts and has a high-degree of demonstrated autonomy and decision-making. Fluency in Ukrainian and/or Russian as well as solid English abilities are a requirement.
RESPONSIBILITIES:
STAFF MANAGEMENT
- Determine overall structure of DRR team and adapt hierarchy as appropriate in line with evolving requirements.
- Provide direct line-management of senior DRR team members (Senior Assessment Officer, GIS Specialists) including recruitment, appraisals, career management, and task allocation;
- Day-to-day management of team members, including sign-off on relevant HR documents, conducting of appraisals, and development of work plans and performance indicators if needed and in alignment with objectives documented during appraisal processes;
- Conduct regular check-ins with staff within the team, and promote team building, productivity and staff welfare;
- Provide or identify capacity-building and training opportunities for team members in line with their required tasks and levels;
- Be available to provide regular assessment support and technical backstopping.
RESEARCH CYCLE MANAGEMENT
- Ensure that all DRR team assessments, mapping exercises, capacity-building activities and other project processes, are implemented in a timely and coherent manner, in line with contractual obligations, agreements with partners, project objectives, and global REACH guidelines;
- Oversee all DRR team research cycles, capacity-building activities and other programme activities, including reviewing ToRs, methodology notes, tools, training design, products, and dissemination strategies
- Ensure the production of timely, accurate and analytically rigorous outputs as appropriate;
- Pro-actively improve the quality of DRR-related products and processes, pursuing collaboration and common methodologies, tools and analysis frameworks with the CCTT, different units in the Ukraine mission, HQ, and other country teams where relevant.
- Ensure that lessons learned from implementation of activities are systematically and regularly documented and fed into future project design and reporting processes.
PROJECT / GRANTS MANAGEMENT
- Under the guidance of the Deputy Country Coordinator, manage grants in the DRR, including conceptualisation of new activities and projects, drafting proposals, contributing to regular donor reporting, and M&E;
- Under the guidance of the Deputy Country Coordinator, oversee the financial management of all grants covering LT projects, including oversight of budget and expenditure;
- Under the guidance of IMPACT PD colleagues, ensure that contractual obligations are met in terms of programme deliverables, indicators, visibility guidelines etc.
EXTERNAL ENGAGEMENT
- Represent IMPACT with consortium partners, ensuring and documenting a common understanding of project activities and respective roles and responsibilities; and contributing to cross-consortium strategic and operational planning processes;
- Build and strengthen project-specific and cross-cutting relationships with government and civil society stakeholders (including Hromada and Oblast authorities, SESU and relevant line ministries, and local organisations working on DRR and spatial planning in Ukraine), maintaining up-to-date awareness of different actors’ capacity, information and networking needs and priorities.
- Build and strengthen the relationship with Acted Ukraine’s DRR team, identifying opportunities for capacity sharing between teams, ensuring joint activities are complementary and mutually supportive, and collaborating on generating ideas and proposals for new work;
- Identify opportunities for collaboration and knowledge sharing with relevant DRR actors (government disaster management agencies, inter-government bodies, think tanks and CSOs, relevant IMPACT country missions) outside of Ukraine;
- Ensure that all relevant partners are consulted and involved at all stages of the project cycle: the preparation of key activities; implementation; product dissemination; and lessons learnt.
- LEADERSHIP AND STRATEGY DEVELOPMENT
- Under the guidance of the Deputy Country Coordinator, develop, implement and update the DRR team strategy based on stakeholder engagements, analysis of policy, programmatic and donor landscapes for DRR in Ukraine, and in alignment with over-arching IMPACT Ukraine strategic priorities;
- As a member of the Senior Management Team (SMT), contribute to the development and implementation of the REACH Ukraine country strategy;
- As a member of the SMT, actively contribute to regular discussions of programmatic and operational opportunities and challenges, and take ownership of resulting decisions; ensure a feedback loop of information is maintained between SMT and the DRR team;
- Work closely with IMPACT HQ to develop research designs, coordination, and Standard Operating Procedures (SOPs) to support relevant IMPACT Global Community of Practices (CoPs) and/or provide other cross-mission advice and support relevant to DRR.

- Ensure that all interactions with Ukrainian communities are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every IMPACT staff member.
