JOB PURPOSE
Acted, a French humanitarian NGO, develops and implements programs that target the most vulnerable populations suffering from conflict, natural disasters, or socio-economic hardships. It is active in more than 43 countries, with 4500+ staff worldwide.
In Ukraine, Acted operates across the whole country with 14 active bases enabling field operations. The security department is present in each of the four main areas of implementation, where dedicated security staff support program teams and Acted personnel. Their focus is on addressing the specific security threats, safety concerns, and access challenges unique to each area.
The Area Security Officer is directly supporting the Area Coordination and Country Security Team in the reporting on context analysis, writing of security documents, and ensuring compliance with security standards including Minimum Operational Safety and Security Standards MOSS compliance, journey management and crisis management.
The Area security officer North-East position is based in Kharkiv or Sumy with travels to the field. The area of coverage is Kharkivska and Sumska Oblasts with an overview of Poltavska Oblast.
The selected candidate should have willingness and flexibility for travels in between Kharkiv and Sumy cities and field locations within the area of coverage – including areas close by the frontline/ international border where Acted operates.
OBJECTIVES
This position will support the North-East Coordination and Security Department to:
-ensure the safety and security standards of Acted staff are high;
-ensure the safety and security of Acted operations (implementation);
-ensure high-level safety and security of all Acted assets, property, and resources, and within Acted’s sphere of influence and context of operations in Sumska and Kharkivska Oblasts. Terms of Reference – Area Security Officer North-East (Kharkiv/Sumy) April 2025.
He/she will acquire operational comprehensive understanding of Acted programs in Ukraine and provide support and advice in terms of safety/security and liaison with local actors. He/she is accountable for compliance with Acted security and safety guidelines.
Duties and Responsibilities
1. Context analysis and risk assessments
•Provide daily contextual security updates for the area of coverage to area coordination and the CSM/DSM.
•Deliver weekly situational analysis covering international borders and the Line of Contact (LoC).
•Draft a comprehensive weekly area security report.
•Compile and submit a weekly incident list, ensuring timely updates to the incident database.
•Conduct monthly updates of the Area Risk Assessment for the Oblast of coverage, using the Area Risk Analysis Matrix (SEC-05).
•Provide context and risk analysis for potential new implementation locations, as required.
•Regularly review and update security risk assessments, SOPs, and other relevant security documentation; share updates with the senior security team.
•Support the CSM/DSM with ad-hoc security advice and continuous context monitoring within the area of responsibility.
•Assist the country security team with updates to the SEC-01 Country Security Plan.
2. Operational safety and security and compliance
•Conduct monthly Minimum Operational Safety and Security Standards (MOSS) assessments through the SEC-06 form for each Acted base in area of coverage.
•Ensure that all premises and accommodation in use are properly assessed, with required documentation completed and filed in accordance with Acted’s internal procedures; conduct ongoing compliance checks and provide relevant reporting.
•Ensure that security notice rules (SEC-11) are up to date, applied, and clearly explained to all staff based in or visiting the area; update and display emergency contact lists (SEC-10) in Acted premises.
•Ensure effective access control to all premises, including oversight of visitor books, badge issuance for visitors, staff ID usage, and timely distribution of ID cards with support of the logistic focal point.
•Conduct regular inspections of contingency boxes and coordinate with the logistics team to replenish stocks as needed.
•Conduct regular checks of fire safety plans and monitor their implementation across all Acted premises in the area.
•Support the senior security team in the preparation and periodic update of the Hibernation/Relocation/Evacuation Plan (SEC-25) for Acted North-East area.
•Ensure that the area of coverage has established communication procedures and an effective system to track staff and vehicle movements.
•Ensure that the national tracking system is fully functional and regularly updated at the area level.
•Guarantee a sufficient level of preparation before any field movement, and support the security and logistics departments in developing movement protocols adapted to the local context.
•Ensure that Security Clearance Requests (SCRs) are prepared, submitted, and approved before all field movements.
•Supervise the follow-up of field team movements, including check-ins, and support the coordination of the wider weekly movement plan in collaboration with coordination teams.
•Ensure to have an up-to-date follow-up of the base staff, including constantly updated data on security training received and security equipment obtained (if applicable).
•Support the CSM/DSM in the preparation and regular update of contingency plans (SEC-26) to anticipate and respond to high-risk security events when applicable.
3. Briefing and training
•Provide weekly contextual security updates for the area of coverage to programme teams during the weekly area meeting, with a specific focus on areas of implementation.
•Provide tailored security recommendations to staff operating in the area.
•Conduct security briefings for all incoming national and international Acted staff to the area of coverage, with follow-up briefings provided periodically or when needed.
•Offer security briefings to staff on an ad-hoc basis and ensure adherence to security policies and procedures (e.g. SCRs and movement request forms); this includes delivering periodic refresher sessions and targeted training courses on specific threats or movement protocols.
•Support the country security team with training follow-up (FU) and coordinate relevant safety and security trainings at the base level for all staff.
4. Crisis Management
•Ensure that Security Incident Reports (SIRs) are properly drafted and submitted when required.
•Communicate changes in air raid alarm levels promptly and effectively to all staff in the area through the appropriate channels during working hours.
•Conduct headcounts in line with internal procedures when required by the context.
•Ensure that Crisis Protocols are regularly updated, clearly communicated to all staff, and correctly implemented in case of emergency.
5. Liaison with humanitarian, military, community, and other actors
•Build and maintain strong relationships with key actors involved in security and administrative matters, including NGOs/INGOs, INSO, and other relevant agencies working in security management.
•Actively participate in INSO and OCHA Civil-Military meetings, take detailed notes, and ensure timely updates are shared with relevant Acted staff.
•Maintain close coordination with implementing partners, sharing security updates and guidance based on recommendations from the CSM/SSO.
•Establish and strengthen relationships with local authorities and local organisations in areas of implementation; develop and maintain a contact database to support timely and effective engagement in line with Acted’s project objectives.
6. Protection Mainstreaming
•Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, Acted staff, partner agencies, casual labors).
•Perform other duties as requested by supervisor.
Experience and Skills
•Minimum of 2 years’ experience in the humanitarian and/or development sector; alternatively, at least 2 years’ experience in the security sector, armed forces, or public administration.
•Solid knowledge of the area of implementation, particularly Sumska and Kharkivska Oblasts.
•Experience in contingency planning; prior participation in emergency simulations is considered an asset.
•Demonstrated experience in staff oversight and coordination.
•Proven ability to draft reports, memos, and other official documents.
•Experience delivering trainings and conducting presentations to diverse audiences.
•Proficient in Microsoft Excel, Word, and basic mapping tools.
•Working knowledge of both written and spoken English and Ukrainian is required and will be assessed during the interview process.
•Willing to travel on short notice, including overnight stays and field trips in areas close by the frontline/ international border where Acted operates and spend at least 25% of the time in another Acted base within the area of coverage.
