Assignment 

The Compliance Officer contributes to:

(i) controlling, on a risk-based audit approach, the implementation of ACTED’s processes in compliance with ACTED’s guidelines, specific donor guidelines, best practices and national regulations in the relevant country; 

(ii) developing & actively contributing to action plans agreed with country coordination in order to mitigate the identified risks, and to cope with priorities, budget constraints and organizational context.

S/He also provides technical support for donor external audits and preparation and follow up.

S/He should comply and ensure compliance to the audit code of conduct.

(iii) collecting, filing and organizing all paper documentation in hard copy as per ACTED global FLATS filing guidelines. 

S/He also provide support in collecting all scanned documents at ACTED country mission level, for indexing and tagging them, and for uploading them on ACTED servers using the ACTED-Archive software as per ACTED’s procedures on timely manner. 

DUTIES & RESPONSABILITIES

Contribute to internal audit and implementation of the ACTED standard guidelines and FLAT System at the capital, area and partner’s levels

  1. Control the monthly flow of documentation from the Field to the Capital office; 
  2. Review documentation compliance level;
  3. Support in identifying the compliance issues by filling the compliance checklists 
  4. Conduct internal audits by leveraging approved processes and methodologies 
  5. Gather, synthesize, and analyze data using appropriate tools 
  6. Perform the technical components of risk assessments to provide an accurate view of the current risk state;

 

Facilitate external audits preparation, conducting and leading internal audits: 

  1. Contribute to the preparation of external audits 
  2. Contribute to drafting responses for external audits draft reports 

Provide Support to mitigate the high risks identified
 
a) Provide technical support to the Finance, Logistics, Admin, Audit and Programme departments and participate to the action plan implementation to mitigate the risks identified on a monthly basis 

Process improvement
 
a) Reinforce current procedures and the quality of ACTED internal control, based on international best practices, donors’ requirements and results of internal & external audits;
 b) Upon request participate to the drafting of specific policies.
 Transparency
 
a) Participate in minimizing risk of fraud and corruption by ensuring adherence to ACTED policies and procedures.

Archive Management 

  1. Check the quality and exhaustiveness of scanned documents;
  2. Scan and upload missing documents with appropriate equipment in the appropriate format as per ACTED Scanning & Archiving guidelines; 
  3. Pack and stack FLATS documents as per ACTED Scanning & Archives guidelines; 
  4. Pack and stack other documents as per given guidelines; 
  5. Tag and Index scanned documentation on the ACTED-Archive solution; 
  6. Ensure Filing and Indexation of documentation on ACTED Archive solution; 
  7. Ensure Accessibility to date to authorized staff; 
  8. Provide support to all departments taking part of the ACTED scanning & archive process, in particular Finance, Logistics, HR and Program staff; 
  9. Remove all useless and/or very old paper document from the archive room(s) after approval from HQ Transparency & Audit; 
  10. Report to ACTED T&C manager on the status of monthly archiving process; 
  11. Report any issue in the archiving process;
  12. Report any potential optimization to the archiving process; 
  13. Update the Red Cell Game in close coordination with the Finance department. 

Other
 
a) Provide regular and timely updates on progress and challenges to coordination and other team members;
 b) On a monthly basis on checking and preparation of documents supporting Compliance Officer for donors compliance before donor report submission 

KEY PERFORMANCE INDICATORS 

  • % of attachments for Monthly Compliance Report submitted on time 
  • % of internal audits conducted and finalized on time, according to AUD-06 
  • % of documents for external audits prepared on time 
  • % of Authorized Signatures Tables prepared on time 
  • % of FLATS documentation scanned on time 
  • % of FLATS documents handled to Capital office on time
