Responsibilities

Project implementation

Partner coordination and Service Delivery Monitoring 

  • Liaising and coordination with all humanitarian partners and stakeholders working in the centre such as NGOs, UN Agencies, activities, civil society, etc 
  • Liaising and coordination with local authorities responsible for centre administration and for delivering services in the centre 
  • Liaising with Sub National clusters (particularly CCCM, Shelter, Protection, WASH) 
  • Monitoring of service provision by partners at centre level. Support to partners to achieve agreed minimum standards and service delivery quality.
  • Timely reporting any gaps and/or duplication in service delivery and advocating through the appropriate mechanism for achieving agreed minimum standards and service delivery quality
  • Supporting HLP and local authorities in monitoring the premises ownership 

Residents liaison, mobilisation, and accountability

  • Establishing residents’ participation mechanisms and strengthening the coordination and relationship-building with residents on a formal and informal basis
  • Organizing regular meetings with the residents and/or centre Focal Points/Managers 
  • Overseeing mobilization activities conducted by assistants/outreach workers or residents and supporting partners’ mobilisation activities as needed
  • Overseeing ACTED Communication with Communities (CwC) activities, including but not limited to outreach activities, information campaigns, hotline , social media pages etc 
  • Support the establishment of a Complaint and Response Mechanism (CRM) and overseeing its operation, including data management and referrals 
  • Training and coaching of centre manager/focal points, partner agencies and centre team on mobilisation, accountability, centre management and coordination and related topic

Infrastructure upgrade, adaptation and maintenance

  • Participating in regular assessment of centre infrastructure, including WASH infrastructure 
  • Identifying needs for centre upgrade, adaptation or maintenance works and overseeing work implementation by contractors as needed and in coordination with the Logistics Department 
  • Considering premises tenure and ownership rights during the upgrade, adaption and maintenance works, from planning to implementation, and conduct HLP due diligence processes as needed  

Information Management

  • Overseeing data collection for information management activities and information sharing with partners, Clusters, residents, authorities and stakeholders and liaising with the Information Management officer for data analysis and reporting
  • Supporting improvement of information management systems in the centre in collaboration with the information management officer including: identification of information gaps, design/review of tools, databases and reports, data collection oversight

Support to Cash Based intervention and in-Kind Distribution 

  • Coordinate and supervise distribution of in-kind assistance, including coordination with AMEU department and local authorities 
  • Full management of distribution of in kind and cash assistance, including support in procurement of items, conducting awareness and outreach for the distribution and following ACTED’s distribution SOPs, support to vulnerable individuals during the distribution and mainstream protection
  • Support in managing in kind items in stock, assuring that items and their transportation to centre are adequately planned and timely identify any possible opportunities for supporting the population on base of needs and vulnerabilities with leftover items in stock 
  • Working directly with residents’ and centre manager or focal points to promote transparency in the distribution of the assistance 
  • Ensuring an excellent liaison between CCCM, in kind and cash components of the project

Protection mainstreaming

  • Considering gender, protection, and GBV concerns in all aspects of activities
  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for centre residents, ACTED staff, partner agencies, contractors)
  • Supporting and promoting participation of women, youth, people with specific needs in resident’s participation and CCCM Activities
  • Referring to protection partners vulnerable and protection cases within the centre 
  • Coordinating assistance to vulnerable individuals at camp events with protection partners and other humanitarian agencies (like distribution, registration, etc)
  • Ensure that principles of data confidentiality are respected in information management activities and that sensitive data of beneficiaries are collected only when needed, protected when stored and shared only if strictly necessary and following protocols agreed with all partners 
  • Ensuring that all centre, upgrade maintenance and infrastructure works are carried out through a vulnerability lens, always considering accessibility to infrastructure and inclusion of people with specific needs 

Project management and reporting 

Planning, Implementing and Reporting 

  • Supporting the line manager in devising weekly and long-term work plans for the project implementation, particularly or information management activities 
  • Attending/Organising regular staff coordination meetings
  • Excellent liaison with other Team Members, ensuring consistency and coordination of activities in the centre 
  • Timely reporting on problems and challenges in the centres to the line Manager
  •  Timely reporting on security and safety incidents, including fire, eviction and any other possible hazard in the centre to Centre Focal point/Manager and to the line manager 
  • Timely submission of weekly report , information products and updated databases as requested by the line manager 
  • Timely submission of internal reports (weekly, monthly and ad hoc donor reporting)
  • Timely submission of cluster reports 
  • Day to day supervision of Collective-Reception Centre team at the area level, with the support of the line manager
  • Ensure CCCM staff and incentivized labour for their centre are actively following their TORs and abiding by ACTED’s camp Code of Conduct
  • Support to Area Coordinator, the line manager and the Technical Coordinator in identifying areas for improvement and developing centre strategy
  • Supporting AME activities during monitoring and evaluation activities of project implementation and addressing recommendation of AME department to enhance effectiveness of project activities and maximize impacts 
  • Supporting the line manager in updating the PMF to capture project implementation progresses

Logistics 

  • Send accurate and precise order forms in a timely manner if requested by the line manager 
  • Confirm quality of material selection if and when applicable 
  • Ensure a proper management and use of the project assets and stocks
  • Plan team movements based on available fleet and applicable policies

Finance 

  • Support the line manager in reviewing the BFU(s) and provide accurate forecasts
  • Support the line manager in forecasting monthly cash requirements of the project and submit to AC
  • Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager/TC/HR Dept.  
  • Supervise recruitment of enumerators when needed for data collection 
  • Train Enumerators 

Transparency and Compliance 

  • Ensuring compliance to ACTED internal procedures and donor procedures
  • Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy

Others

  • Provide translation of various documents (e.g. reports, minutes, beneficiary lists, information signs ) upon request of the line manager 
  • Perform any additional task as requested by the line manager.
