The Consortium Field Coordinator is responsible for representing the interests of all the partners within the Ukraine Response Consortium to local authorities, donors, beneficiary communities and other key stakeholders. The CFC works with the Consortium Coordinator, Deputy Consortium Coordinator, Emergency Coordinator(s), Area Coordinators, Security teams, and URC Partner Area Specialists to ensure program quality, centralized assessments and responses, and efficient operational implementation. 

The CFC will work with Project Managers, Project Coordinators, and Technical Coordinators/Advisors to ensure that projects and programs address beneficiary needs and are implemented according to the ACTED/URC global strategy, donor guidelines, approved work plans, and budgets. Specifically during implementation, the CFC will be actively coordinating implementation of consortium partners and supporting partners in responding to needs in a cohesive and complementary manner.

OBJECTIVES

  1. Contribute to the development and application of URC programmatic strategies at area level and ensure proper consortium representation and positive relationship-building in the areas of activity.
  2. Facilitate an enabling and productive working environment through consistent and clear internal communications and coordination at area level. This includes participating in Area Based Coordination meetings across multiple partners as needed to ensure smooth and efficient operational management.
  3. Ensure timely and high-quality implementation of projects in the areas of operation, including:
    1. information sharing on available needs assessments
    2. gap analysis and assessment of possible implementation locations
    3. creation/improvement of referral mechanisms
    4. ensuring complementary/homogenous implementation approaches
    5. ensuring compliance to cluster-level SOPs
    6. support on technical SOPs at consortium level (as needed)
  4. Anticipate and mitigate operational risks; ensure activities, programs, and staff are compliant with URC finance, logistics, administration/HR, transparency and security procedures
    1. raising common issues during implementation to inform future activities 
    2. following up on achievements and burn rates
    3. AOB as relevant to partner and circumstantial needs

DUTIES AND RESPONSIBILITIES

1. Positioning

1.1. Context analysis: Ensure all URC partners have an up-to-date understanding of the area’s socio-economic situation, trends, needs and gaps, and who does what and where.

a) attend Cluster, HCT, and other high-level meetings as needed to gather information and maintain proper URC representation  

1.2. Strategy Implementation: Take a lead role in implementing Consortium program strategy in all geographically active operational areas, and identifying strategic opportunities for expanding URC reach. The CFC is responsible for:

a) Identifying new opportunities and new sectors of intervention;

b) Consolidating and stabilizing programming;

c) Reviewing geographic and thematic footprints;

d) Ensuring activities are relevant and meeting area/beneficiary needs.

1.3. Networking, positioning and general representation:

a) Participate in donor meetings as needed and communicate relevant information to the Country Director, Deputy Country Director(s), Consortium Coordinator, Deputy Consortium Coordinator, Emergency Coordinator(s), Area Coordinators, Security teams, URC Partner Area Specialists, Project Managers, Project Coordinators, and Technical Coordinators/Advisors, and other relevant staff;

b) Establish, maintain, and improve active and regular working relationships with other NGOs, UN agencies, clusters, working groups, other consortia (etc.), ensuring URC maximum visibility.

c) Establish, maintain, and improve active and regular working relationships with local authorities and where necessary non-state actors, and obtain required authorizations and buy-in for URC activities.

1.4. Proposal development

a) Lead assessment(s) as requested by Country Director, Consortium Coordinator, and Steering Committee Leads to ensure proposals are timely, complete, and relevant.

b) Support the Country Director and Project Development Department in proposal conceptualisation (problem statement, logframe) within the framework of the Consortium’s country, regional and global strategy.

c) Contribute to budget design by ensuring budget needs at all area levels have been taken into consideration.

2. Management and Internal Coordination

2.1. Staff Management

a) Ensure that all staff in the area understand and are able to perform their roles and responsibilities related to area field operations and maintain appropriate links and communications with country Head of Departments.

b) Promote team building, productivity and staff welfare.

c) Mentor and support capacity building, improve efficiency and performance, and assist career development.

d) Manage interpersonal conflicts among staff as needed between URC partners and within ACTED.

2.2. Internal Coordination

a) Facilitate interdepartmental communication and information sharing.

b) Ensure implementation of ACTED coordination mechanisms at all required area levels (WAM, MAR, FLATs meetings, etc.)

3. Project Implementation Follow-up

3.1. Project Implementation Tracking

a) Supervise Project Managers and provide support to project implementation through trouble shooting and eliminating blocking points.

b) Monitor output achievements, cash burn rates and ensure timely projects completions by contributing to and reviewing PMFs, BFUs and project reports.

3.2. Project Quality Control

a) Ensure the application of practical field based M&E systems/plans for each project.

b) Conduct frequent field visits to project sites to assess activities and ensure efficient use of resources.

c) Raise risks and advise Project Managers to adapt projects according to monitoring and evaluation findings.
