For those in need! Dorcas is a faith-based NGO who has been working in Ukraine since 1988. Dorcas has two offices in Ukraine: one in Uzhhorod (Zakarpattia), and one in Zaporizhzhia city. From our offices our team and partners provide mental health and psychosocial support, cash assistance, shelter support, and sustainable livelihood opportunities to IDPs. At the same time, we invest in structural solutions for poverty and social exclusion of vulnerable elderly and families. Our work in Ukraine is growing and therefore we are recruiting for our office in Uzhhorod or Zaporizhzhia a:

 Purpose of the position 

The Social Empowerment and Protection (SEP) Project Manager is responsible for the overall leadership and integral management of the Dorcas Ukraine Community Safety Nets (CSN) program and the Future for Children (F4C) program in Zakarpattia and Zaporizhzhia oblasts. 

Within Dorcas, the SEP programme concept strives to achieve inclusive social development of marginalized people within empowered communities. Dorcas Ukraine pays special attention to vulnerable elderly and children that may be particularly marginalized or have difficulty accessing services.

CSN is one of the leading approaches within SEP. A crucial aspect of CSN is making communities aware of the exclusion of marginalized people and how local structures can be strengthened to support these people. 

Children and their parents or carers are the main project participants of Future for Children. Key 

in F4C is life skills development, strengthening and capacitating families in parenting and income 

generation, and building child protection platforms.

The SEP Project Manager may be required to perform other SEP-related duties in Zakarpattia and Zaporizhzhia as assigned, such as: advocacy asset-based community development, local resource mobilization, and multi-stakeholder partnerships.

 Main responsibilities and tasks will consist of the following

 Project Planning, Management and Implementation

  1. Provide leadership for the SEP project team members (3) to ensure the effective delivery of all objectives internally and externally;
  2. Ensure through the local implementation partners (5) high quality and timely delivery of all project activities through regular monitoring;
  3. Ensure that project expenditure is in line with budget and disallowable expenditure is minimized through regular monitoring;
  4. Build competence in project team to ensure everyone is accountable for their individual project results, tasks and budgets;
  5. Oversee the implementation and monitoring of the project through the local implementation partners of the project and ensuring full compliance to donor policies;
  6. Responsible for timely and high standard internal and external reporting of all project affairs;
  7. Assist the Area Manager West by contributing to the development of project plans and budgets for the area, with regular reviews based on the context, needs and learning requirements.

 Portfolio development

  1. Assist the Area Manager West by contributing to SEP program ideas and needs analysis for grant proposals;
  2. Assist the Area Manager West to contribute to the design of winning proposals related to Social Empowerment and Protection and to a growing portfolio.

 Partnership and external representation

  1. Responsible for the quality of existing collaboration with local stakeholders in close cooperation with the Area Manager West.

 Knowledge & Experience

  1. University degree or higher professional education in social work, sociology, psychology, public health, or other relevant field;
  2. Five years field experience in a similar position, preferably in a conflict/post-conflict setting;
  3. Leadership and management experience;
  4. Highly skilled in Project Cycle Management;
  5. Strong command in English, and fluent in Ukrainian or Russian (Hungarian is an asset).
