MdM is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. In Ukraine, MdM Spain implements the project activities in close cooperation with the relevant authorities, public health facilities and communities.

MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in different regions in Ukraine. The program is implemented around two main components: direct provision of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS)); and   strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and the provision of medical equipment, consumables and medicines. 

Mission     

Under the supervision of the Deputy General Coordinator - Support Services, the Finance Coordinator is responsible for the management of Financial, accounting, budgetary processes, aspects of the projects to guarantee transparency and to fulfil the objectives of the mission and to respect MdM and donors’ guidelines. He/she will oversee establishing and implementing the finance policy of Medicos del Mundo in Ukraine. 

Geographical scope of intervention

Medicos del Mundo currently operates in the Kyiv region, Chernihiv, Chernivtsi (Mission Logistics base), Kharkiv, and Zaporizhia. The Finance teams are based in Kyiv (coordination office), and field offices in Kharkiv and Dnipro. The Finance Coordinator is based in Kyiv, with regular field visits required to ensure proper support on compliance, staff capacity building and effective use of resources across all operational bases.

The candidate will report to the Deputy General Coordinator - Support Services. He/ She will have a technical link with accounting technicians and Technical Referent – Eco/ Finance in HQ.

1. Resource Planning, Financial Management & Monitoring

  • Responsible for the accounting, budget planning & monitoring of programs implementation.
  • Support the Deputy General Coordinator in implementing financial procedures and guidelines in line with MDM and donors’ regulations.
  • Monthly updating of Budget Vs Actuals and convening review meetings with stakeholders
  • In consultation with Deputy General Coordinator, update of Mission Allocation Board to ensure best use of resources & value-for-money.
  • Supervises Cash management, Mission bank card & preparation of monthly/periodic fund request.
  • Responsible for the cash provision between the different programs/bases.
  • Organises and supervises all aspects of cash flow including security of cash, ensures enough separation of responsibility and level of control over transactions.
  • Financial focal point at field level in consortiums (either MdM acts as leader or implementing partner)

2. Supervision of the Mission Accounting and Audit processes

  • Responsible for the accountancy of all sites: quality of documents, respect of procedures, accounting & donor allocation. Coordinates the closure of monthly accountancy and links with accounting focal point in HQ.
  • Oversee the conversion/ transition of records to UNIT4 format and upload data to UNIT4 system.
  • Supervises the archiving of the accounting documents in the field and its transmission to the HQ.
  • Partner with Deputy General Coordinator in preparation of external or internal audits

3. Budgetary monitoring

  • Prepares annual budget of the mission, including the project donor budgets in coordination with the implementing teams.
  • Monitors overall budget consumption with respect to donors’ constraints; also creates and updates regularly allocation board.
  • Communicates with the coordinators about the budget follow up, Identification and analysis of any discrepancy from the allocated donor budget.
  • Collaborate with Deputy General Coordinator - Support Services in Identification and mitigation of financial risk(s).
  • Prepares financial reports to donors and for further review by Deputy General Coordinator - Support Services and Technical Referent in HQ
  • Ensures the follow up of the implementing partners on budget related matters. 

4. Mission Funding & donor relations

  • Ensures, when needed and by delegation of the Deputy General Coordinator - Support Services the representation of MdM in front of donors
  • Ensures appropriate follow-up of the current funding plan, as well as MdM commitments to donors
  • In coordination with the Deputy General Coordinator - Support Services, negotiates financial elements and prepares answers to contractual obligations fixed by donors and counterpart in Ukraine

5. Team management; Legal framework; Communication, Reporting

  • Involved in recruitments and train of the finance & accounting staff
  • Provides regular evaluation to the team under his/her responsibility.
  • Involved in taking disciplinary measures when appropriate
  • Checks on the existence, monitoring and the archiving of all documents and contracts (rental contracts for instance)
  • Work with Deputy General Coordinator - Support Services and General coordinator on all issues linked to registrations in country
  • Produces a monthly financial/ close-out reports
  • Participates to the periodic team meeting

Position and profile requirements:

Educational background

Advanced University degree in finance, economics, accounting, business from an accredited academic institution.

Professional qualification

ACCA or Professional Accounting Qualification preferred

Professional experience

  • 4+ progressive experience in Financial Management/ Accounting, donor reporting and Team leadership. 
  • Successful experience managing complex awards, particularly contracts funded by ECHO, GFFO, BMZ 

Technical experience

Experience in C1, Saga, Agresso/ Unit 4, understanding of Ukrainian Finance law 

Personal skills

  • Highly collaborative and pro-active colleague with talent for teaming with cross-functional groups
  • Skills for and interest in providing creative solutions for challenging organizational systems and procedures.
  • Successful experience managing complex awards, particularly donor funded contracts. 
  • Proven previous management experience and/or training.
  • Proven acuity to thrive in a fast-paced team environment and continuously adapt to new challenges and dynamic priorities, while maintaining professional grace and a sense of humor

Humanitarian experience

4+ years of progressive work experience including awards management, budget management, and systems and procedure development in INGOs preferred.

Languages

English, Ukrainian

Computer skills

Strong Microsoft Office skills and experience with organizational information and financial systems with ADVANCED EXCEL skills
