Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right.  Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine.  MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases.  One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.

Essential duties / HR

Under the direct supervision of the Field Coordinator and the technical supervision and guidance of the Health manager and Mental Health (MHPSS) Manager, the Health Supervisor implements and follows up MdM activities carried out by the Mobile Units, supports, plans, designs, implements and monitors MdM’s activities related to strengthening the health system in Ukraine.

S/he is responsible for planning donations of equipment and consumables for the health facilities in the MDM coverage areas, ensuring the compilation of all sources of verification and final reporting. 

Her/his tasks also include efficiently managing any logistics and administrative requirements during this process.

S/he is responsible for the data collection, data analysis, and reporting related to these activities, and contributes to coordinating with partners (INGO, NGO, and local authorities) at the local level. 

S/he provides direct supervision and technical guidance to the Health promoter on preparing and presenting health education sessions to the population/patients according to MDM principles and values.

S/He is the line manager of the doctors, nurses, midwives, psychologists and pharmacists working in Zaporizhzhia oblast MdM Mobile Units.

Programming

  • Conducts needs assessments on demand of the healthcare system (mechanisms, approaches, supplies) and participates in the prioritization of health system needs within the framework of the MdM program.
  • Supervises the MdM donation component, including preparation of relevant documentation on the procurement of medical equipment and commodities.
  • Supervises the forecasting of donation needs. 
  • Prepares donation reports required for donors.
  • Together with the Health Promoter and Health Manager/MHPSS manager prepare material for health education sessions, messages, and topics addressed to different populations.
  • Conducts needs assessments in capacity building needs including Sexual and Reproductive Health, and cross-cutting health issues, and proposes activities and strategies for implementation.
  • Analyses the data collected for community-based interventions, and capacity-building activities and puts in place corrective measures when needed, in coordination with the Medical Team. 
  • Ensures the implementation of capacity-building activities, according to plan and in coordination with the Health Manager and Field Coordinator.
  • Ensure the implementation of all MdM activities carried on by the Mobile Units, according to plan and in coordination with the Health Manager and Field Coordinator
  • Ensure that all components of the Mobile Units activities meet health and mental health needs.
  • Ensure that all the components of the Mobile Unit activities are consistent with health and mental health international standards, and MdM guidelines and procedures
  • Conduct regular supervision visits, to assess the quality of the services provided, and to put in place corrective measures when needed, in coordination with Field Coordinator and Health Manager.
  • Provide technical support to the Mobile Units teams to problem solve any clinical or technical problems with implementation of the services ensuring high quality, effective and efficient service.
  • Follow up the Mobile Unit activities, by implementing and updating monitoring and evaluation systems, and supervising the data collection processes, in collaboration with the Monitoring and Evaluation Manager.
  • Analyse on a regular basis the data collected in relation to MU activities and to put in place corrective measures when needed.
  • Ensure confidentiality and protection of data collected in regards to beneficiaries who use the Mus. 
  • Report on its activities to the Field Coordinator, including the analysis of the situation and propositions to improve Mobile Unit activities by providing monthly narrative reports on the activities.
  • Monitor epidemiological patterns of diseases being seen at MUs. Analyse and react to trends and alter activities if needed including outbreak response. 
  • Upon request of the Field Coordinator, contribute to internal and external reports.
  • Prepare the Mobile Units schedules and weekly reports.
  • Organise and facilitate monthly Mobile Unit meetings supporting staff with training opportunities and allowing feedback.
  • Coordinate closely with the Field Coordinator and the Health Manager, through regular discussions / communication, to help enhance program implementation.
  • Collaborate and participate in any field survey, data collection and/or needs assessment organized by MdM in relation to health.
  • Coordinate with the health authorities in the regions for smooth implementation of project activities and collaboration with the Field coordinator.

Management of medical stock and logistic chain for medical purchase

  • Ensure Mobile Units have all equipment and supplies needed to provide quality services.
  • Follow-up and analyse drugs consumption and to forecast the needs in coordination with Health Manager and Med Co.
  • Conducts needs assessment of project locations and MU teams and prepare relevant MRs for procurement needs in line with the project activities.
  • Communicate the procurement needs in a timely manner to the logistics department. 
  • Participate in a good management of the pharmacies, in particular in relation to the quality of storage conditions, and regular inventories, in collaboration with Logistics and Pharma departments.

Human Resources Management 

  • Conduct regular appraisal of each member of the Mobile Units.
  • Identify the training needs of Mobile Units staff.
  • Plan and conduct regular trainings for the MdM team in general, and the Mobile Units teams in particular.
  • Report any human resources issue to the Field Coordinator. 
  • Participate to the recruitment of Mobile Unit staff.

Other

  • Upon request on the Field Coordinator, participate to meetings and workshops with NGO, INGO, local organisations and local authorities.
  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services. 
  • Respect MDM principles/values.
  • Maintain full confidentiality for all work-related information.

  • Be open for taking and giving constructive feedback and have an inclusive approach.
  • Perform any additional duty on request of the Field Coordinator.
