Premiere Urgence Internationale (PUI)   is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

GENERAL OBJECTIVE:

Under the direct supervision of the Deputy Health Project Manage, the Health & Voucher Project Officer is responsible to supervise all voucher activities related to the project as well as to support the Project Manager in implementing health-related activities according to the work plan and all human and financial resources available to run the projects effectively.

TASKS and RESPONSIBILITIES:

1. Supervise the launch of health activities, especially the e-voucher activity at the targeted health facilities of primary and secondary levels.

 Ensure that the health and e-voucher activities in his/her intervention zone are implemented in accordance with the donor’s proposal and requirement, the annual operational strategy and PUI's technical requirements.

Organize and implement selection and training of partner doctors from the targeted health facilities for e-voucher activity implementation.

Organize and implement selection and training of partner registrators-monitors from the targeted health facilities for e-voucher program implementation.

Prepare the first drafts of Memorandums of Understanding, Donation Certificates and other programmatic legal agreements to be concluded with the partner health facilities with support of the PM for further submission to Field Coordinator.

 2. Supervise and monitor health activities, especially e-voucher activity implementation at the targeted health facilities of primary and secondary levels.

Be the focal point for further communication with partner doctors and registrators-monitors from the targeted health facilities regarding their routine performance within the project implementation.

Ensure that partner doctors and registrators-monitor have all required resources for the project implementation (stationaries, cartridges for printers etc.) with technical support of IT/Database Assistant when required.

Ensure daily checks and analysis of beneficiaries database related to e-vouchers activity implementation with technical support of IT/Database Assistant in order to verify beneficiaries’ compliance with the programming criteria, consistency of prescriptions with vouchers issued by the partner doctors.

Verify that amount of invoices collected is equal to the cost of medicines and consumables dispensed to the project beneficiaries, according to the beneficiaries’ database.

Provide financial follow-up per vouchers budget lines and quantitative analysis for vouchers component on regular basis before proceeding to payments to partner pharmacies.

Ensure proper archiving of the vouchers collected and analyzed for further transfer to the coordination office upon successful completion of the project.

Identify programming gaps and contribute to improvement of implementation, monitoring and reporting mechanisms related to e-voucher activity.

Ensure follow-up on Memorandums of Understanding, Donation Certificates and other programmatic legal agreements concluded with partner health facilities in terms of their validity terms and compliance.

Participate in the distributions of drugs and medical equipment in the Health Facilities, working closely with the Deputy Health Project Manage and the Pharmacist.

3. Ensure logistical and administrative support for health and e-voucher activities.

 Address the project needs to Project Manager, taking into account the time and logistical constraints of the mission, as well as the procurement.

Initiate procurement processes related to the implementation of the health and e-voucher activities with the support of the Project Manager;

Prepare a financial forecast of budget expenditures every two weeks and information on the distribution of financial resources between budget lines related to the implementation of the voucher program, according to the project application; 

Prepare a financial forecast for cash small expenses to provide the Project and Program Manager in the field of intangible production on a weekly basis. Prepare cash forecast for Project Manager on weekly basis; 

Report the needs for transport and communication means to the logistics department on a weekly basis.            

4. Reporting

 To collect and ensure compliant data for internal and external reporting as per the PM guidance and in-line with donor’s requirement. 

Organize interviews and come up with success stories of the activity beneficiaries; 

Report on the progress of health activities on a weekly basis to the Multisectoral Program Manager. 

Provide inputs for proposals and reports, under the needs provided by the Project Managers and Mission Coordination.

 5. Contribute to the development of the mission.

Participate in the management of the overall security system (monitoring of the security environment; ensuring the application of security procedures) in order to improve the general quality of the project implementation;

Participate to the monitoring of the humanitarian, political, cultural, social and economic context within his/her intervention zone;

Propose and develop the operational strategy in line with the association's policies and the population's needs within the intervention zone in collaboration with Project Manager;

Participate in the needs assessments of the targeted health facilities in order to elaborate further funding opportunities;

Perform other ad hoc duties requested by the line manager as required.

Under the supervision of the Multisectoral PM, ensure regular communication with the Deputy Health Project Manage and the Pharmacist.

Participate in external meetings as requested by the Multisectoral PM and share meeting minutes.

REQUIRED SKILLS:

Education Degree: Secondary education or vocational training in Health or other related field

 Work experience: At least 1 year experience in Medical field or other related field.

Language Skills: Fluent in Ukrainian, Russian. Good level of English is mandatory.

 Knowledge & skills: General knowledge of public health; Comfortable in using Microsoft Office (especially Excel and Word), Good knowledge of MEAL and database is mandatory.
