About PIN Ukraine:

People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation, providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 5 million vulnerable IDPs, returnees and host communities in urban and rural areas.

General information about the role of the person: 

Under the supervision of the Protection Technical Lead, the Technical Coordinator for Protection will provide technical and analytical support to the development, quality assurance, monitoring, and continuous improvement of PIN’s Protection programmes in Ukraine.
 
 The position will include:
• Supporting the development and adaptation of Protection methodologies, tools, and technical guidance.
 • Providing technical support to programme teams without taking over responsibility for programme implementation and management.
 • Supporting the preparation of project proposals, concepts, needs assessments, research, and programme frameworks related to Protection.
 • Supporting the capacity development of teams on relevant Protection technical approaches and tools.
 • Participating in coordination and technical exchange with relevant internal and external stakeholders.
 • Supporting the Technical Lead in ensuring the coherence and quality of the Protection programme portfolio.
 • Conducting and supporting field-based technical work, including visits, assessments, consultations, data collection, and technical follow-up, jointly with or on behalf of the Technical Lead.
 • Engaging with external stakeholders and representing PIN’s interests in relevant technical discussions, meetings, consultations, and coordination forums, as required.

Description of general duties:

1. Technical Quality and Methodology
 
 • Facilitate the development, analysis, and adaptation of technical approaches, methodologies, tools, standard operating procedures (SOPs), and recommendations for Protection programmes. Maintain a clear record of methodological revisions, consolidate feedback from teams, and submit proposed changes to the Technical Lead for review before wider use.
 • Support the analysis of the technical quality, relevance, and consistency of programme approaches and provide recommendations for their improvement.
 • Support teams in adapting and aligning technical approaches across different projects and contexts.
 
 2. Technical Support to Program Implementation Teams
 
 • Participate in committees related to Individual Protection Assistance programmes and conduct case assessments. Review cases against the agreed criteria set out in SOPs and other relevant guidance, and assess the effects and outcomes of the assistance provided.
 • Provide programme teams with technical advice on the application of Protection methodologies and tools. Respond to technical questions during implementation, review practical cases with staff, and escalate unresolved methodological issues to the Technical Lead. Programme implementation decisions remain with the responsible implementation teams.
 • Support teams in interpreting and applying technical guidance, targeting approaches, selection criteria, monitoring requirements, and Protection programme methodologies.
 
 
 3. Technical Monitoring and Quality Assurance
 
 • Conduct technical monitoring visits to programme implementation regions and activity sites. Agree visit objectives with the Technical Lead and implementation teams; prepare checklists, review available project materials, and consult programme participants, social protection representatives, civil society organisations, partners, and staff. Conduct agreed visits jointly with or on behalf of the Technical Lead.
 • Assess the technical quality of implementation against approved methodologies, SOPs, programme frameworks, and relevant standards.
 • Identify technical and methodological issues and quality gaps and prepare recommendations for corrective actions.
 • Coordinate monitoring work with MEAL, Economic Recovery, Grants, Partnerships, and Programme Implementation teams as needed.
 • Prepare technical monitoring reports, action lists, and recommendations for follow-up. Record findings, supporting evidence, recommended actions, responsible colleagues, and agreed timeframes. Follow up on technical improvements with the relevant teams and flag recurring or unresolved quality issues to the Technical Lead.
 
 4. Program Analysis, Evidence, and Learning
 
 • Contribute to the analysis of Protection programme results. Compare results across locations and participant groups where the data allow; analyse barriers to accessing Protection programmes and explain the practical implications for programme adjustments.
 • Support the identification and analysis of needs within the Protection sector.
 
 5. Program Development and Proposal Preparation
 
 • Support the Technical Lead and relevant programme teams in developing new Protection concepts and project proposals.
 • Participate in technical discussions during programme design and implementation where specialised Protection expertise is required.
 • Collect and analyse information required for programme development.
 • Keep stakeholder mapping for the Protection sector up to date in programme implementation regions.
 • Support the preparation of technical materials covering activities, expected immediate and longer-term results, assumptions, risks, and resource requirements. Review the feasibility of proposed approaches, their evidence base, and alignment with programme frameworks.
 • Support the development of new Protection programme initiatives in line with PIN’s strategic priorities and identified needs.
 
 6. Needs Assessments, Protection monitoring, and Analytical Work
 
 • Support regional teams in conducting Protection monitoring by providing technical guidance and support, assisting with the implementation of methodological changes where required, supporting Protection needs assessments, analysing available Protection-related materials in Ukraine as needed, assisting in the adaptation of assessment tools, consulting with teams and relevant stakeholders, and preparing practical recommendations.
 
 Coordination with Programme Implementation 
 
 The Technical Protection Coordinator works closely with regional Protection teams.


 The responsibilities of the Technical Coordinator do not include:
 
 • Managing the day-to-day implementation of programme activities.
 • Replacing programme coordinators in coordinating with operational departments.
 • Assuming responsibility for logistics, procurement, finance, or administrative support for programme implementation.
 • Assuming responsibility for programme implementation functions or the delivery of programme activities.
 • Duplicating operational reporting and oversight mechanisms within programme implementation structures.
 
 Internal Coordination
 
 • Maintain regular coordination with Programme Implementation, MEAL, Grants, Partnerships, and other relevant departments. Align technical priorities and follow-up actions, share findings that affect programme quality or reporting, and clarify responsibilities at the interface between technical functions and programme implementation.
 • Coordinate with technical colleagues from Economic Recovery, WASH, Shelter and Housing, and Education where Protection interventions require cross-sectoral approaches.
 
 External Technical Engagement
Under the supervision of the Technical Lead:
 • Participate in relevant Protection technical working groups, Cluster meetings, coordination meetings, seminars, and consultations.
 • Support technical communication with relevant civil society organisations, service providers, academic institutions, and other stakeholders.
 • Represent PIN at designated technical meetings as required. Prepare agreed technical materials and key messages, document discussion outcomes, and share relevant opportunities and follow-up actions with the Technical Lead and programme teams.
 
 Development of the Role
 
 The position of Technical Coordinator for Protection is established to strengthen the technical capacity of PIN Ukraine in the field of Protection.
 
 As the Protection programme portfolio expands, the position may gradually take on responsibility for specific technical areas or thematic components, including coordination of designated technical areas across multiple projects.
 
 Depending on programme needs and demonstrated performance, the role may evolve towards greater responsibility for technical coordination, quality assurance, programme development, and technical representation.
 
 Team and Partner Capacity Development
• Identify the technical training needs of teams and partners and agree on relevant capacity-building activities with the Technical Lead.
 • Conduct induction sessions, regular training, and mentoring on Protection methodologies and tools. Use practical exercises and programme examples, collect participant feedback, and provide follow-up support to ensure consistent application of tools by staff.
 • Upon request, support the recruitment of technical staff, preparation of technical assignments, and assessment of candidates’ technical skills; this does not include line management responsibilities.
 • Upon request, provide technical advice to PIN partners as required, support quality monitoring of their work, and facilitate the exchange of good practices and lessons learned.

 • Comply with PIN policies and procedures, including those related to finance, logistics, HR, and security; report identified technical risks to the relevant responsible persons.

Qualification Criteria:

Education and Speciality: 

Bachelor’s Master’s degree in a relevant field (Human Rights, International Humanitarian Law or related subjects) 

Work Experience in the Speciality: 

  • Minimum 3 years of professional experience in  Protection in a humanitarian/recovery context, preferably in technical or coordination roles. Understanding of Ukraine's Protection context.

Required Skills and Competencies: 

  • Strong analytical and methodological skills. 
  • Ability to conduct field visits, assessments, and technical monitoring. 
  • Skills in preparing technical recommendations, reports, tools, and training materials. 
  • Ability to advise teams without taking over implementation management functions. 
  • Strong communication and coordination skills. 
  • Fluency in Ukrainian and working proficiency in English (Upper-intermediate).
