About the job
The ICRC Security and Crises Management Support Department is recruiting an Operations Room Manager based in its delegation in Kyiv. In close cooperation with the team members and line managers, the Operations Room Manager will mainly be responsible for supporting delegation management on potential risks to ICRC and ensuring, together with management, the proper functioning of the Delegation’s security management system.

Your Tasks and Responsibilities
The Operations Room Manager is an integral function within the security and crises management support department (SCMS) for the ICRC in Ukraine and is responsible for overseeing day-to-day operations, including Live field movement tracking, real-time information processing, security-environment analyses, security alerting and incident response, headcounts, and external network monitoring. S/he will manage a team of Operations Room Operators based in Kyiv.
In the event of security or safety incident, s/he guides operations room operators in the initial phase following existing standard operating procedures. While ensuring operations room continuity, s/he provides continuous support to the management and participates in critical incident management drills as a key member.
The Operations Room Manager ensures the provision of analysis of developments in the security environment and provides daily updates highlighting significant developments within the ICRC’s areas of responsibility.
The responsibilities of the Operations Room Manager cover four critical workflows:
- Monitoring ICRC movements and activities across the country and provide 24/7 support
- Alerting while turning real-time information into actionable information. as a crucial input for decision-making
- Assessing and examine real-time information into actionable analysis
- Acting as part of the risk mitigation actions

About you
To be successful as an Operations Room Manager in the Security and Crises Management Support Department, you should possess the following qualifications and experiences:
- Ukrainian citizenship or permanent residence permit in Ukraine
- Specialized technical certificate or non-specialized university degree
- Between 6 to 9 years of relevant work experience are desirable and of added value. Alternatively, 3-year work experience as an analyst is an asset
- Experience in incident management and working under pressure
- Experience in communication tools, devices (HF/VHF radio, satellite phone, sat messengers.), and applications; trained in cybersecurity and use of GIS tools
- Fluent in written and spoken English, Ukrainian, Russian
- Team leadership & people management skills
- Excellent analytical skills
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to work independently, as well as effectively under supervision
- Confidence in managing projects and staff
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
