The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has some 20,000 staff.

In 2014, the ICRC expanded its presence in Ukraine. We have over 900 staff working across the county in various professional fields.

About the job 

The ICRC WEC Department is recruiting a Weapon Contamination (WEC) Field Manager based in its Dnipro office. In close cooperation with the team members and line managers, the WEC Field Manager will mainly be responsible for Weapon Contamination (WeC) programme at national level, in coordination with the delegation’s Management and the WeC Regional Adviser covering her/his area of responsibility. S/he contributes directly to staff safety, continuation of critical operations, support to the vulnerable and support to National Societies in situations where conventional or non-conventional weapon contamination poses a hazard. S/he promotes an integrated approach to addressing the impact of weapon contamination.

Your Tasks and Responsibilities

  • Manage the project input for the Planning for Results (PfR) process, ensuring WeC activities are fully integrated into, facilitates, and complements other aspects of ICRC assistance and protection programming.
  • Ensure the necessary resources are mobilized and available for the implementation of the plan of action.
  • Manage all aspects of the WeC operation in question, ensuring internal SOP and guidelines are implemented to the required standards, that operations implemented are appropriate, adapted and in line with both the Preventive Mine Action Framework and International Mine Action Standards.
  • Monitor and evaluate the work of external partners supporting the weapon contamination operations, reports to the Regional Adviser and propose improvements to the way WeC activities are integrated and implemented in the delegation and beyond.
  • Ensure all necessary information is shared and decisions are taken transparently. Consults and includes the WeC team in decision making processes that affect their work.
  • Ensure that lessons learned in operational activities are integrated into the development of related tools, methodologies, and procedures.
  • Proactively liaise with Governmental bodies, specialist agencies, the UN, international organisations, educational centres (i.e., Universities), NGOs and private sector on issues related to policy, research & development, coordination, and good practice on weapon contamination issues.
  • Provide training, mentoring, orientation, and support to national mine action structures and/or other relevant actors, such as the Red Cross and Red Crescent Movement components active in the context.
  • Represent the ICRC in Mine Action and other relevant fora. Maintain and promote institutional engagement with external international and regional networks and engagement with these networks as appropriate. Develop good working relationships with relief and development organizations, UN agencies and local government representatives to maximize the impact of the ICRC’s work and identify high priority areas for cooperation on WeC related activities.
  • Liaise and coordinate with victim assistance and legal operations experts on weapon contamination to ensure institutional coherence.
  • Manage the WeC staff and coordinate their activities 

External Relations

  • Support the WeC team at the field level to develop and maintain relationships with the URCS and other key stakeholders within the mine action sector at field level, specifically with regards to RASB activities, as well as other activities 

Office Activities

  • Reporting:
  • Complete relevant ICRC and WeC reports and share it in timely manner with WeC Coordination.
  • Write field trip reports and minutes of meetings based on given guidelines.
  • Provide contributions to other specific reports when asked, e.g., weekly operational report, quarterly reports, etc.
  • Administration – Finance:
  • Ensure necessary administrative work is completed, and/or, implemented on time, e.g., reporting.
  • Know, apply, and comply with all the administrative procedures linked to his work (financial, HR, time reporting, etc)
  • Interpretation – Translation:
  • Interpret accurately from English to National language and vice versa during field visits and otherwise, as required
  • Translate documents from English to National language and vice versa as required
  • Adapt your behavior to various interlocutors
  • Treatment of information:
  • Registering and treating information (general and specific) accurately and with confidentiality were necessary (e.g., accident data/victim details, WeC Database, etc.)
  • Do not share information (databases etc.) with external bodies unless prior approval has been gained from, and an approved format has been agreed by KYI management and WeC Coordination.

About you

To be successful as a WEC Field Manager in the Weapon Contamination Department, you should possess the following qualifications and experiences and have the following characteristics:   

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • Advanced university degree (master’s degree or equivalent) with a minimum 2 years of relevant experience, demonstrated capabilities in management, planning and implementation of training/capacity building; or a first level of university degree (bachelor or equivalent) with a minimum of 5 years of relevant experience; or military experience (or relevant police experience) at officer level or at senior NCO (Non-Commissioned Officer) level with a minimum of 11 years of relevant experience
  • Excellent command in written and spoken English and Ukrainian or Russian
  • Computer proficiency
  • Experienced and successful manager
  • Knowledge of International Mine Action Standards (IMAS)
  • Good understanding of the principles of Risk Management
  • Sound understanding of international humanitarian agencies and their work and ethical standards.
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Confidence in managing projects and staff
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
