About the job
The ICRC People and Culture (PAC) Unit seeks a competent Learning & Development (LnD) Officer to join our team in Kyiv. The Learning and Development (LnD) Officer is responsible for designing, coordinating, and implementing learning initiatives that align with the strategic goals of the Ukraine delegation and the broader People and Culture (PAC) strategy. This role involves overseeing all learning and development activities, including onboarding, induction programs, and ongoing training for staff development. The LnD Officer works closely with management and staff to tailor programs that address evolving needs, enhance employee skills, and drive organizational performance. By leading the planning, execution, and resource management of learning programs, the LnD Officer ensures the development of a skilled, adaptable workforce capable of supporting the ICRC's mission in Ukraine.

Your Tasks and Responsibilities
- Drives the full range of learning initiatives, ensuring alignment with the ICRC strategic and operational goals to foster impactful, mission-driven staff development.
- Partner with leadership and staff to identify critical skills needs and implement targeted, high-impact training programs that boost performance and readiness
- Develop and execute a multi-year strategy focused on building capacity in crucial roles essential to our operational plans, ensuring a sustainable and resilient workforce
- Oversee budgeting, logistics, staffing, and material resources to deliver efficient and well-supported training programs, maximizing reach and quality.
- Leverage insights from the Regional LnD Unit in Amman and collaborate with local and external experts to integrate best practices into relevant, tailored training solutions
- Track participation rates, evaluate training effectiveness, and produce quarterly reports to ensure programs meet set objectives and enhance staff capabilities
- Deliver essential institutional programs, design specialized sessions tailored to our needs, and ensure all training aligns with organizational priorities and standards
- Lead onboarding for new hires, encourage ongoing professional growth, and guide employees in utilizing internal resources, like iDevelop, to achieve career advancement.

About you
To be successful as Learning & Developing (LnD) Officer in the People and Culture (PAC) Team, you should possess the following qualifications and experiences and have the following characteristics:
- Ukrainian citizenship or permanent residence permit in Ukraine
- University Degree or equivalent experience
- 6-9 years of experience in training design and delivery
- Training experience is an asset
- Professional fluency (written and spoken) in English, Ukrainian and Russian
- Excellent command of digital learning tools
- Computer literate, including sound knowledge of Microsoft Office
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to work independently, as well as effectively under supervision
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
