The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has some 18,000 staff worldwide. In 2014, the ICRC expanded its presence in Ukraine. Currently, we have over 900 team members working across the county in various professional fields.

About the job 

The ICRC Security and Crisis Management Unit is seeking a highly capable Security and Safety Officer to join our team in Dnipro. In close cooperation with the team members and line managers, the Security and Safety Officer will be responsible for advising and supporting the Sub-delegation management on potential risks to ICRC and ensuring, together with management, the proper functioning of the Sub-Delegation’s security management system.

Start date: August 2024

Your Tasks and Responsibilities

  • Develop security rules and relevant security, safety, and crisis management protocols and ensure periodic reviews and compliance
  • Develop monitoring tools for security-related matters such as incidents, passive security measures, car movements, etc., and ensure all incidents are reported 
  • Participate in the weekly security and safety meetings and provide analysis on developments and potential safety impacts on ICRC staff & assets
  • Provide safety support 
  • Assess and advise the Administration Unit on the content of service contracts, including data protection
  • Ensure field movement is monitored through radio, mobile phones, etc.
  • Ensure vehicles are equipped with first aid kits, and staff are equipped with appropriate communication equipment and usage knowledge such as satellite phones or VHF/HF radios 
  • Prepare written briefing or welcome package on safety for all new staff and visitors and oversee the quarterly updating of the welcome file
  • Develop an effective functioning protocol for the security contractor to comply with (Entry/Exit, screening, visitor handling, material movement, compound security, etc.) 
  • Ensure contingency plans and evacuation plans are in place and up to date and that staff are trained

About you

To be successful as a Security and Safety Officer in the Security and Crisis Management Unit, you should possess the following qualifications and experiences and have the following characteristics:  

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • University degree
  • 6-9 years of experience in a similar field of activity
  • Security and safety management background preferred
  • Experience in crisis management is a strong asset
  • Professional fluency (written and spoken) in English, Ukrainian and Russian
  • Computer literate, including good knowledge of Microsoft Office
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
