Background

Our client is implementing a large-scale national reform and policy development project in the area of employment, education, and social inclusion, supported by international partners and aligned with European standards.

The project focuses on building evidence-based employment and education policies, strengthening coordination between government institutions, and developing sustainable monitoring systems to assess impact, effectiveness, and outcomes for target populations across regions.

To support this work, we are looking for a Monitoring, Evaluation & Learning (MEL) Specialist who will play a key role in designing and operating data-driven monitoring frameworks, supporting policy decisions, and strengthening analytical capacity within public institutions.

Position Overview

The MEL Specialist will be responsible for developing, maintaining, and analyzing monitoring and evaluation systems related to employment, education, and training policies.
The role combines statistical analysis, monitoring & evaluation, data visualization, and policy support, working closely with government stakeholders and international partners.

This is a senior expert role with strong analytical depth and direct influence on policy design and implementation.

Key Responsibilities 

Monitoring, Evaluation & Data Analysis

• Develop and maintain comprehensive MEL frameworks to monitor policy implementation and outcomes

• Collect, clean, and analyze national and regional data related to employment, education, training, and labor-market participation

• Design surveys, sampling methodologies, and data-collection tools for pilot initiatives and national roll-outs

• Produce regular analytical reports, dashboards, and policy briefs for decision-makers and stakeholders

• Ensure data quality, consistency, and comparability across regions and institutions

• Support forecasting and trend analysis to inform strategic planning and resource allocation

Evidence-Based Policy Support

• Translate complex datasets into clear, actionable policy recommendations

• Develop and track KPIs and performance indicators aligned with international best practices

• Support institutionalization of monitoring and reporting mechanisms within public institutions

Coordination & Capacity Building

• Collaborate with government institutions, statistical bodies, and international partners on data validation and reporting

• Support capacity-building initiatives on data collection, analysis, and MEL methodologies

• Contribute to cross-sector working groups and expert discussions as required

Profile & Qualifications

Education

• Master’s degree in Economics, Statistics, Public Policy, Social Sciences, or related fields

Experience

• Minimum 5 years of experience in monitoring & evaluation, statistical analysis, labor-market research, or socio-economic data analysis

• Experience working on public-sector reforms, international development projects, or policy-oriented initiatives

• Familiarity with international or EU-aligned MEL frameworks and standards

• Strong experience with statistical and data-analysis tools

Skills & Competencies

• Advanced data analysis, database management, and data visualization skills

• Experience designing surveys and performance indicators

• Strong analytical thinking and attention to detail

• Ability to translate technical data into policy-relevant insights

• Strong coordination and communication skills

• Ability to work independently and manage multiple priorities
