ORGANIZATION OVERVIEW:

HELPCODE is an international solidarity organization based in Italy, active since 1988 in Tunisia, Libya, Burkina, Mozambique, DRC Congo, Yemen, Nepal, Cambodia, Slovakia and Ukraine working in health, education, protection, WASH sectors.

HELPCODE is present in Ukraine since 2022, working in the areas of protection, mental health and material aid, supplying assistance to IDP’s and the most affected communities.

POSITION SUMMARY: 

The Security Manager ensures the security of the project staff and operations in general in the country. The Security Manager provides support and work in coordination with the project Manager, and ensure the consistency of security information, the updating of Helpcode security management guidelines and protocols, the collection and analysis of security information from available sources, and in timely manner.

KEY RESPONSIBILITIES 

• Context and risk analysis: conducts ongoing assessments of security threats and risks in the oblast of Kyiv, Kharkiv Odessa and Mykolaiv, including political, social and environmental factors
• Security Planning: Develops, updates and implements Helpcode security plan and related protocols to protect personnel, assets and business operations in accordance with local regulations and international best practices; protocol includes mainly movement of staff among different oblast in the country
• Security Training: Trains expatriate and local staff allocated to the project on the security plan, and on its implementation
• Crisis Management: Develops and maintains a crisis management plan.
• Security Monitoring: Establishes and maintains a 24/7 security monitoring system to detect security incidents and provide updates to relevant stakeholders and report to the project manager any security incidents or breaches and provide recommendations for corrective action.
• Co-ordination with Local Authorities/international organizations: obtain necessary authorizations and licenses, and co-ordinates with international agencies/INSO for security concerns
• Security Reporting: Prepare periodic security reports for management, highlighting key security metrics and incidents.
• Emergency Response: Co-ordinate and lead emergency response efforts, including evacuation and medical support as necessary;
• Security procurement: purchase of equipment and services aimed at ensuring Safety & Security of the staff and the beneficiaries of Helpcode in Ukraine. 

REQUIRED EXPERIENCE & QUALIFICATIONS

• Proven experience in security management in high-risk, volatile environments, preferably in conflict contexts.
• Solid knowledge of local security regulations and laws
• Knowledge of English, written and spoken
• Knowledge of local language and/or regional experience highly desirable
