1. Position Overview
The Medical Technical Lead (MTL) provides overall medical and technical leadership across the country portfolio, ensuring high-quality implementation of health programs, hospital rehabilitation activities, medical donation systems, and partner-supported interventions.
The role combines technical leadership of the Dutch government (RVO)-funded project with broader strategic oversight of health programming implemented with partners and the AH (Artsenhulp)-medical donation program.
The MTL ensures clinical quality, technical coherence, and evidence-based decision-making across all medical interventions and works under the direct supervision of the Country Representative.
2. Reporting Line
• Reports to: Country Director.
• Works closely with: Project Officer, MEAL team, AH medical donation program team, implementing partners, hospital teams, and technical service providers
• Provides technical guidance across all health and medical programming at country level
4. Key Responsibilities
Medical & Technical Oversight
• Ensure technical quality and clinical appropriateness across all health interventions
• Provide medical guidance on hospital rehabilitation and equipment installation
• Ensure adherence to clinical standards, IPC principles, and patient safety requirements
• Conduct regular field visits to supported health facilities
Training & Capacity Building (IPC Focus)
• Lead technical design and quality assurance of IPC and clinical training components
• Develop and review training ToRs, materials, and methodologies
• Provide technical input to selection of training providers in coordination with Country Director
• Monitor implementation and ensure integration of training outcomes into hospital practice
Monitoring, Analysis & Quality Improvement
• Analyze health program data and identify gaps, risks, and trends
• Provide technical recommendations for program improvement
• Support development and use of monitoring and evaluation frameworks
• Contribute to technical reporting and learning products
Partner Coordination & Capacity Strengthening
• Provide technical guidance and oversight to implementing partners
• Develop and implement capacity strengthening plans based on technical assessments
• Monitor progress of partner performance improvement actions
• Ensure alignment of partner activities with clinical standards and program objectives
• Support continuous improvement of service delivery quality
AH Medical Donation Program Support
• Lead technical analysis of medical needs assessments
• Support rational allocation and distribution of medical supplies
• Ensure clinical appropriateness and quality of donated items
• Monitor utilization and impact of medical donations
• Provide technical input into procurement and supply decisions
• Support strategic improvement of medical donation programming
5. Qualifications & Experience
• Medical degree or equivalent (MD, Nursing, Public Health, Biomedical Engineering, Pharmacy)
• Minimum 5 years of relevant experience in health systems, clinical services, or humanitarian health programming
• Strong experience in IPC, hospital services, or clinical training programs
• Experience in medical donations, procurement, or biomedical equipment is highly desirable
• Experience in conflict or emergency settings is an asset

7. Languages
• English: Professional working proficiency (required)
• Ukrainian is required

• Strong commitment to clinical quality, patient safety, and humanitarian principles
• Ability to represent technical medical functions under supervision of the Country Representative.
