Project Manager / Менеджер проєкту

1. Background

As part of efforts to enhance inclusive and dignified living conditions for internally displaced persons (IDPs) with mobility limitations, disabilities, and chronic illnesses, Team4UA implements the project “Assistance for Collective Centers and Essential Support Services” (ACCESS) in Lvivska and Rivnenska oblasts.

The project aims to strengthen reception capacities in collective centers and selected social-care facilities through inclusive infrastructure rehabilitation, provision of specialized protection services, and capacity building of local authorities and civil society organizations. The intervention aligns with the Ukraine Humanitarian Needs and Response Plan (HNRP) and contributes to coordinated humanitarian response efforts at regional and national levels.

2. Position Overview

Under the supervision of the Head of Projects & Mine Action and operating under the strategic governance of the Project Board, the Project Manager is responsible for the full operational implementation of the ACCESS project.

The role combines infrastructure oversight, protection programming supervision, donor compliance management, risk monitoring, and coordination with local authorities, partners, clusters, and internal departments. The position requires strong leadership, analytical capacity, and the ability to ensure alignment with humanitarian standards, accessibility requirements, and organizational procedures.

3. Key Responsibilities

A. Project Planning & Governance

• Prepare and update detailed project workplans, procurement plans, and implementation schedules.

• Provide regular operational and financial updates to the Project Board, including progress against indicators, budget consumption, and risk analysis.

• Ensure decisions validated by the Project Board are translated into operational plans and implemented by field teams.

• Ensure compliance with donor requirements, logframe targets, and internal procedures.

B. Infrastructure & Accessibility Management

• Oversee renovation and rehabilitation works in collective centers in coordination with technical staff.

• Ensure compliance with national construction regulations, safety standards, and accessibility norms (universal design principles).

• Validate technical documentation, BoQs, contractor deliverables, and monitor on-site quality control.

• Coordinate with site managers and local authorities to ensure continuity of services during works.

C. Protection & Essential Services Delivery

• Oversee the implementation of protection and essential support services in and around collective centers.

• Ensure adherence to protection mainstreaming, PSEA, AAP, confidentiality, and data protection standards.

• Monitor the quality of services delivered by partners and field teams.

• Ensure integration of disability inclusion and protection standards across all project components.

D. Coordination & Stakeholder Engagement

• Coordinate with Lviv and Rivne Oblast Administrations, site managers, CSO partners, and consortium members.

• Represent the project in relevant coordination fora, including Protection and Shelter/NFI Clusters.

• Ensure complementarity and non-duplication with other humanitarian actors.

E. Monitoring, Reporting & Compliance

• Ensure accurate tracking of indicators, beneficiaries, contractor performance, and partner activities.

• Prepare high-quality internal and donor reports.

• Support audits, monitoring visits, and donor verifications.

• Ensure transparency and accountability in procurement and implementation processes.

4. Qualifications and Experience

Education:
Advanced university degree in Humanitarian Affairs, Social Sciences, Engineering, Architecture, International Development, or a related field.

Experience:

• Minimum 5–7 years of professional experience in project management in humanitarian or development contexts.

• Experience in CCCM and/or Protection programming.

• Experience in infrastructure rehabilitation in humanitarian settings.

• Experience working in consortium or partnership-based projects.

• Experience in conflict or post-conflict environments is required.

Skills and Competencies:

• Strong understanding of logframe-based management and donor compliance.

• Knowledge of accessibility standards and universal design principles.

• Familiarity with protection mainstreaming, PSEA, and AAP standards.

• Strong coordination, leadership, and stakeholder management skills.

• Ability to manage multiple priorities and operate in complex environments.

• Confident user of MS Office and project management tools.

Languages:
Ukrainian: fluent.
English: strong working knowledge (B2/C1).

5. Supervision and Reporting

• The Project Manager reports hierarchically to the Head of Projects & Mine Action and operates under the strategic governance of the Project Board.
• The position ensures close coordination with technical staff (project engineer, protection coordinator), Operations Department (procurement, finance, logistics, HR), local authorities, and humanitarian partners to guarantee timely, compliant, and high-quality implementation of the ACCESS project.

7. Duration and Duty Station

• Duration: 9 months (with possibility of extension subject to funding).
• Duty Station: Lviv, Ukraine (with regular travel to project sites in Lvivska and Rivnenska oblasts).

З метою покращення інклюзивних та гідних умов проживання внутрішньо переміщених осіб (ВПО) з інвалідністю, обмеженою мобільністю та хронічними захворюваннями Team4UA реалізує проєкт «Допомога колективним центрам та послуги з надання необхідної підтримки» (ACCESS) у Львівській та Рівненській областях. Проєкт спрямований на зміцнення приймальних потужностей колективних центрів та закладів соціального догляду шляхом інклюзивної реконструкції інфраструктури, надання спеціалізованих послуг захисту та посилення спроможності місцевих органів влади й громадських організацій. Ініціатива відповідає Плану гуманітарних потреб та реагування в Україні (HNRP) та реалізується у координації з гуманітарними партнерами.

2. Опис посади

Під керівництвом Керівника проєктів та напряму протимінної діяльності та в межах стратегічного управління Проектної ради, Керівник проєкту відповідає за повну операційну реалізацію проєкту ACCESS. Посада поєднує управління інфраструктурними роботами, нагляд за наданням послуг захисту, забезпечення відповідності донорським вимогам, управління ризиками та координацію з органами влади, партнерами, кластерами та внутрішніми підрозділами організації.

3. Основні обов'язки

А. Планування та управління проєктом

• Розробка та оновлення детальних планів реалізації, планів закупівель та графіків виконання робіт.

• Підготовка регулярних операційних та фінансових звітів для Проектної ради, включно з аналізом показників, використання бюджету та ризиків.

• Забезпечення імплементації рішень Проектної ради на рівні операційних команд.

• Контроль відповідності реалізації проєкту логфрейму, вимогам донорів та внутрішнім процедурам.

Б. Управління інфраструктурою та доступністю

• Нагляд за реконструкційними роботами у колективних центрах у координації з технічними фахівцями.

• Забезпечення відповідності робіт національним будівельним нормам, стандартам безпеки та принципам універсального дизайну.

• Перевірка технічної документації, кошторисів та результатів роботи підрядників.

• Координація з адміністраціями об’єктів та місцевими органами влади.

В. Надання послуг захисту та підтримки

• Нагляд за впровадженням послуг захисту та соціальної підтримки.

• Забезпечення дотримання стандартів інтеграція принципів захисту, ЗСЕН, зворотного зв'язку, конфіденційності та захисту персональних даних.

• Моніторинг якості послуг, що надаються партнерами.

• Інтеграція принципів інклюзії та захисту в усі компоненти проєкту.

Г. Координація та взаємодія

• Співпраця з обласними адміністраціями Львівської та Рівненської областей, адміністраціями об’єктів, партнерами та консорціумами.

• Участь у роботі кластерів (Protection, Shelter/NFI).

• Забезпечення узгодженості та недопущення дублювання діяльності з іншими гуманітарними акторами.

Д. Моніторинг, звітність та комплаєнс

• Ведення обліку показників, бенефіціарів та виконання контрактів.

• Підготовка внутрішніх та донорських звітів.

• Підтримка аудитів та моніторингових візитів.

• Забезпечення прозорості та підзвітності реалізації проєкту.
  
  

4. Кваліфікація та досвід

Освіта:
Вища освіта у сфері гуманітарних наук, соціальних наук, інженерії, архітектури або суміжних галузях.

Досвід:

• Мінімум 5–7 років досвіду управління проєктами у гуманітарному або розвитковому секторі.

• Досвід роботи у сфері координації та управління колективними центрами (CCCM) та/або у сфері захисту.

• Досвід реалізації інфраструктурних проєктів.

• Досвід роботи у консорціумах або партнерських проєктах.

• Досвід роботи в умовах конфлікту або постконфліктного середовища.

Навички та компетенції:

• Знання принципів управління за логфреймом та донорського комплаєнсу.

• Розуміння стандартів доступності та універсального дизайну.

• Знання стандартів protection mainstreaming, ЗСЕН та Зворотного зв'язку.

• Сильні координаційні та лідерські навички.

• Впевнене володіння MS Office та інструментами управління проєктами.

Мови:
Вільне володіння українською та англійською мовами є обов'язковим.

5. Супервізія та звітність

• Керівник проєкту підпорядковується Керівнику проєктів та напряму протимінної діяльності та працює в межах стратегічного управління Проектної ради.
• Посада передбачає тісну взаємодію з технічними фахівцями, підрозділом операцій (закупівлі, фінанси, логістика, HR), місцевими органами влади та гуманітарними партнерами з метою забезпечення своєчасної та якісної реалізації проєкту ACCESS.

7. Тривалість та місце роботи

Тривалість: 9 місяців (з можливістю продовження за наявності фінансування).
Місце роботи: м. Львів (із регулярними відрядженнями до Львівської та Рівненської областей).
