Job Title: Security Officer 

Duty Station: The main duty stations will be the Country Office in Sumy, with regular travels to Kharkiv (30%) and regular field visits to Iziumskyi, Chuhuivskyi, Okhtyrskyi and Sumskyi raions. Full-time position for Nationals only. The Security Officer will provide the service in person and shall be reachable 24/h for the provision of the service.

Expected starting date: May 2026 to be additionally confirmed

Expected end date: April 2027 (12 months)

Reporting Line: The Security Officer responds to the Head of Mission/Senior Programme Manager and works under supervision of Local Area Coordinator, based in Kharkiv.

Scope of the Position:

CESVI is an international humanitarian organization aiming to provide timely humanitarian assistance and ensure access to basic services for the most vulnerable populations in deoccupied and close-to-frontline areas in Ukraine. The Security Officer is a core member of CESVI Emergency Team, responsible for ensuring the safety and security of Emergency Mobile units staff during the implementation of protection activities in areas affected by air strikes in Iziumskyi and Chuhuivskyi raions of Kharkivska oblast and Sumkyi and Okhtyrskyi raion of Sumska oblast. 

Working under the supervision of the Local Area Coordinator, the Security Officer is responsible for safety, security, movement, and access management. The role includes monitoring the security context, conducting risk assessments, supporting safe access to frontline and close-to-frontline areas, and ensuring compliance with security procedures. The Security Officer will also develop and update risk mitigation measures and coordinate closely with local authorities, humanitarian actors, and partner organizations.

Key Responsibilities and Duties:

Safety, security, movement and Access Management (80%)

1) Monitoring air strike sites and providing access guidance for Mobile units on where, how and under what security measures they can work on such locations

  • Assessment and reporting on the country’s security situation, through consultation with primary and secondary sources 
  • Keeping track of all working locations and providing guidance on where to work in 5-25 km from frontline and 25-50 km from frontline
  • Ensure the safety and security of the premises used by CESVI’s staff in the country such as Hotels, Guesthouses, Offices, and other premises used by CESVI’s staff in the country 
  • Ensure safety and security of the staff providing prompt information on the potential threats  
  • Regular consultation of media, dedicated reports of security websites, data or external analysts, 
  • Participate in country security coordination cells, mechanisms and forums (INSO, UNDSS, INGO Forum, Sec Cells, etc) 
  • Develop and maintain multi and bilateral relationships with relevant security actors of other INGOs, UN and government institutions (embassies, donors, etc)
  • Inform the Head of Mission/Senior Programme Manager and other relevant Senior Management staff of any trends or imminent dangers that may impact the security of the staff or development of the activities
  • Produce periodical and ad hoc analysis reports, on the relevant situational context (Political/Economic/Social-Culture/Technological/Legal and Environmental) 
  • Organize periodical or ad hoc staff meetings to update on the relevant situational context
  • Prepare incident reports for security purposes 

2) Develop and ensure proper implementation of Safety and Security Plans, Standard Procedures, Contingency Plans, guidelines and practical instructions as stated in the Security Policy and internal Codes of Conduct

  • By-annual update of UKRAINE Safety & Security plans.
  • Perform Risk Analysis for the major threats and vulnerabilities identified in the country or place of work and prospective new areas, including accessibility to specific areas and site assessment.
  • Conduct risk assessments of contracted and prospective offices and residences.
  • Conduct field trips and risk assessments of prospective new areas of intervention and/or transit.
  • Develop a proper Risk Reduction Strategy to prevent and react to incidents and accidents.
  • Develop Standard Operational Procedures for risk prevention.
  • Develop Contingency Plans for risk mitigation.

3) Learning, Sharing and Training Activities

  • Coordinate the National Security Team.
  • Conduct induction meetings for newly recruited staff.
  • Identify and coordinate external training for national and international staff.

4) Monitoring implementation of CESVI policies related to Security 

  • Monitor the implementation, respect effectiveness and adequacy of CESVI Safety Security plans and procedures.

5) Contribution to Program and Budget Planning 

  • Formulate the paragraphs related to safety and security in the new project.
  • Formulate the yearly budget for Safety & Security.

 Support Logistics and Procurement department (20%)

  • Manage CESVI field office operation in Sumy in coordination with Local Area Coordinator based in Kharkiv and DHoM for Operations based in Kyiv. Support and supervise the staff movements in the country including the type of transportation, days and timing of the movements, accommodation, and fleet chart of the organisation ensuring the safety of CESVI staff.
  • Support the local partners involved in the implementation of CESVI’s programs on improving the security plan and coordinate with them on the movements into the front-line zones.
  • Contribute to the identification and selection of new providers and supplier in Sumy area. 
  • Supervise the use of CESVI’s vehicles, field trip requests and driver performance, the provision of incident reports from the staff involved. 
  • Other duties assigned by the Head of Mission/Senior Programme Manager or Deputy Head of Mission for Operations. 

Qualifications:

  • Bachelor's degree in security management, public administration, international relations, or related field.

Professional experience:

  • Minimum 2 years of experience in security management, preferably in a humanitarian/recovery context.
  • Experience working in complex and volatile environments, including conflict zones.
  • Experience in developing, implementing, and managing security plans and procedures.
  • Experience in conducting security assessments and risk mitigation strategies.
  • Experience in managing security personnel and resources.
  • Experience in working with local authorities and stakeholders.

Skills and Competences:

  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving skills.
  • Ability to work independently and as part of a team.
  • Ability to work under pressure and in challenging environments.
  • Strong organizational and time management skills.
  • Proficiency in Microsoft Office and other relevant software.
  • Fluency in Ukrainian and English (both spoken and written).

Additional Desirable Qualifications:

  • Experience in management of emergency response after air strikes
  • Knowledge of international humanitarian law and principles.
  • Experience in incident management and response.
  • Experience in emergency preparedness and response.
