Requirements
- Education and Training: A bachelor’s degree in a relevant field (e.g., Security Management, Risk Management, Emergency Management, or a related discipline)
- Training and Development: Willingness to undertake training in risk assessment, incident response, and emergency management is essential. Prior training in these areas is beneficial but not required.
- Certifications
- Completion of INSO (International NGO Safety Organisation) training courses, such as HEIST (Hostile Environment Individual Safety Training) or relevant security management modules, is a significant advantage.
- Familiarity with GISF (Global Interagency Security Forum) resources and frameworks is beneficial. Applicants are encouraged to explore GISF’s professional development tools and training opportunities.
- Driver’s Licence: A valid driver’s licence is required, as the role will involve travel to multiple locations. Ability to travel within Ukraine is required. Be prepared to travel to implementation sites
- Previous experience in fields such as humanitarian organisations, law enforcement, customer service, military, logistics, operations, or other roles requiring situational awareness and attention to detail.
- Travel: The position requires the ability and willingness to travel both internationally and within Ukraine, up to 40% of the time.

Responsibilities
1. Operational Security Risk Management:
Support and Assessment
- Assist the SAM in assessing program and partner activities for their impact on staff security, providing recommendations to mitigate vulnerabilities.
- Monitor the security environment, providing inputs for updating security policies and procedures.
- Support the SAM in implementing bi-annual threat assessments and conducting additional assessments during significant context changes.
Incident Management
- Maintain and review the incident reporting and tracking system to ensure all incidents are reported, analysed, and necessary actions are taken.
- Ensure up-to-date incident maps are available for WV UCR Hub Ukraine staff and summarise external SitReps for leadership.
- Contribute to weekly and monthly security reports, providing analysis and recommendations.

Security Policies and Procedures
- Assist in the regular review and updating of the WV UCR Ukraine Security Management Plan, SOPs, and contingency plans to align with World Vision International standards.
- Ensure that contingency plans are communicated, tested, and understood by staff, with adequate resources for execution.
Security Training and Awareness
- Support the SAM in updating and delivering security inductions for new staff within 48 hours of arrival.
- Maintain a database of staff security training and assist in organising relevant courses, such as first aid, personal safety, and mine risk education.
- Help train staff on the use of communication equipment and other security tools.
Facility and Equipment Security
- Assist in applying and maintaining security standards for offices, residences, and access procedures.
Stakeholder Engagement
- Develop and maintain contacts and information-sharing networks with UN agencies, NGOs, government entities, and embassies.
- Attend security coordination meetings as directed by the SAM and report back on relevant findings
Field Support and Coordination
- Participate in field visits with the SAM to assess security measures and report actionable findings.
- Assist in assessing communication equipment in field sites for adequacy and functionality.
- Provide inputs at the project proposal stage to ensure safety and security budgets are included.
Data Management and Accessibility
- Maintain up-to-date emergency contact databases for all staff.
- Ensure centralised, accessible, and regularly updated security information on shared platforms (e.g., Shepherd+).
2. Access Management Responsibilities
- Assist the SAM in designing operational strategies for opening new projects and operating areas, including actors’ mapping, access management, and engagement strategies.
- Support the SAM in updating internal maps to reflect current operational realities, such as government and non-government-controlled areas, frontlines, safe zones, insecure zones, and access-constrained areas.
3. Training
- Support the SAM in coordinating security training plans in collaboration with WVI SSR MEERO.
- Provide technical training only after receiving proper certification and training from the WVI SSR Training Team, if required.
- Assist in developing staff capacity in the following areas under the direction of the SAM:
- Identification and establishment of early warning systems.
- Emergency evacuation and contingency planning, including hibernation strategies and medical response planning.
- Proper use of satellite communications.
4. Human Resource Management
- Prepare a security orientation document/briefing and ensure all new incoming staff and visitors are briefed upon arrival in alignment with Corporate Security Requirements (CSR) for high-risk contexts, in a supportive role to the Security Advisor Manager (SAM).
5. Knowledge Management
- Participate in the process of continuous learning on international best practices in security management and analysis, identifying tools and processes that can be implemented into WV operations globally, under the guidance of the SAM.
6. Strategy Development Support
- Foster Core Values: Actively support activities that enrich and embody World Vision’s Core Values, ensuring they are integrated into all operations and decision-making.
- Task Execution: Undertake additional responsibilities as directed by the Security Assessment Manager (SAM), Response Director, adapting to the needs of the organisation.
