Security and Safety Manager humedica e.V. 

Position: Security and Safety Manager

Duty station: Kyiv with potential field visits within Ukraine and abroad  

Reporting to: Country Director 

Contract Type: Full time

The Security and Safety Manager will serve as the primary security contact for humedica CO in Ukraine. This role is crucial to ensuring the safety and security of operations, facilities, and personnel. The manager will oversee security information gathering, implement security strategies, and manage operational aspects related to projects facilities and vehicles. Key responsibilities are grouped into eight main areas

Key Responsibilities: 

Strategic Security Planning

  • Develop, implement, and regularly update the humedica Security Management Plan (SMP), ensuring alignment with the evolving operational context.
  • Lead the development and enforcement of security policies, procedures, and contingency plans for crisis management and emergency evacuations.
  • Conduct comprehensive Security Risk Assessments (SRA) and ensure their integration into operational decision-making and new project areas assessment.
  • Monitor and evaluate security compliance, performing spot checks and audits as needed.
  • Prepare detailed security management reports for senior leadership, highlighting risks, trends, and actionable recommendations.

Risk Mitigation and Incident Management

  • Oversee the maintenance of communication and emergency response systems, ensuring staff readiness through regular drills and scenario-based testing.
  • Act as the focal point for incident reporting and analysis, driving improvements based on lessons learned.
  • Evaluate office and residential safety measures, providing recommendations for improvement.

Operational Support

  • Manage travel security, including risk assessments, itinerary reviews, and travel advisories for high-risk locations.
  • Ensure the safety and security of field operations, including the procurement and maintenance of safety equipment.
  • Oversee the implementation of general security requirements across all facilities.

Staff Training and Capacity Building

  • Manage the circle of learning activities and programs for staff, including HEAT/HEIST trainings, security awareness, first aid, and crisis management, etc.
  • Develop onboarding and orientation materials for new hires and visitors, emphasizing security protocols.
  • Mentor security focal points in field offices, enhancing their capacity for independent security management.

Humanitarian Access and Community Engagement

  • Establish and maintain relationships with local authorities, community leaders, CIMIC and relevant stakeholders to facilitate safe access for operations.
  • Support program teams in overcoming access barriers and ensuring compliance with humanitarian principles.

Monitoring and Analysis

  • Stay updated on geopolitical, social, and economic developments affecting operational contexts.
  • Provide timely updates to leadership, contributing to scenario planning and strategic adjustments.
  • Maintain a database of security incidents, identifying trends and advising on risk mitigation strategies.

Collaboration and Representation

  • Represent the organization in inter-agency security meetings/forums, fostering knowledge sharing and collaborative security strategies.
  • Liaise with partners, donors, and external stakeholders to ensure unified security approaches.

Additional Responsibilities

  • Supervise local projects teams and external contractors, ensuring adherence to organizational standards.
  • Lead the development of evacuation routes, shelter-in-place plans, and contingency measures.
  • Monitor social media and open-source intelligence for emerging threats and disseminate relevant updates.
  • Provide guidance during critical incidents, including post-incident reviews and recommendations for future risk management.

Key relationships:

Country Director - work closely with the Country Director to integrate security considerations into strategic planning and decision-making. Provide regular updates on security risks and collaborate on implementing measures to ensure the safety and compliance of operations in Ukraine.

Head of Programmes - partner with the Head of Programmes to incorporate security measures into program design and delivery. Address security concerns to support programmatic goals and ensure timely implementation of safety protocols.

Country Finance Team - collaborate with the Finance Team to align budgetary planning with security needs. Advise on resource allocation for security measures and ensure financial decisions reflect organizational safety priorities.

Country Supply Chain Team - engage with the Supply Chain Team to integrate security considerations into logistics and procurement processes. Ensure safe transportation of goods and compliance with security protocols during supply chain operations.

Country Projects Staff - support project staff by providing security guidance, regular briefings, and training. Ensure staff are equipped with the knowledge and tools to navigate security challenges and operate safely in all environments.

humedica HQ safety and security Focal Point - maintain regular communication with the HQ Focal point to align local security strategies with global humedica security and safety management logframe. Share updates, seek technical guidance, and implement best practices to enhance organizational security.

Qualifications and Skills:

Essential:

  • Proven experience in security management, preferably in humanitarian or development sectors (national CSO / INGO).
  • Strong knowledge of risk assessment methodologies, crisis management, and emergency planning.
  • Fluency in Ukrainian, with a working knowledge of English (Intermediate level or above).

Preferred:

  • Familiarity with cybersecurity frameworks and data protection standards.
  • Certified training in security management, first aid, or conflict resolution.
  • Experience working in conflict zones or high-risk operational settings.
