CONTEXT

The Medecins du Monde MdM International Network has been operating in Ukraine since 2014, working to support health authorities in improving access to healthcare, with a particular focus comprehensive Primary Health Care (PHC), Sexual and Reproductive Health (SRH ) and Mental Health and Psychosocial support (MHPSS) services. 

Since February 2022, MdM Spain is leading the country response for the network, while MdM-France has established a country office and base in Mykolaiv. The programme focuses on supporting locally based organisations I delivering essential health services to population facing significant barriers to health care in Mykolaiv and Kherson Oblasts with potential intervention in Odessa and Sumy oblasts

MAIN RESPONSIBILITIES: 

 The Medical Coordinator is responsible to the

  • Co-designing, adapting, and monitoring programmes’ health activities
  • Supporting of Program Coordinator and team in designing, developing, implementing, and monitoring high quality health activities
  • Ensure that all medical activities follow MDM standards, national health systems, WHO, and international humanitarian guidelines 
  • Ensuring the quality and relevance of health activities, practices, and provide data analysis
  • Contribute to strengthening and developing of internal knowledge management and information management
  • Conduct health needs assessments using standard tools and develop reports to guide strategy.
  • Participating in the definition of the country strategy led by the General Coordinator 
  • Participate to the national health cluster and support the the South Health Cluster Sub National Coordination in close coordination with the World Health Organisation  

WORKING RELATIONSHIPS: 

  • Hierarchical link: General coordinator (GenCo)
  • Functional link: Health Advisor based in HQ 
  • Team under his/her direct supervision
    1. Health Cluster Coordinator 
  • Other: Work in close collaboration with the country programme coordination team as well and grant and MEAL department. The medical coordinator also liaise with other Medical INGOs including MDM chapters such as Spain, Germany, NL, Greece present in Ukraine 

ROLES: 

1. Project quality and accountability 

  • Participate to the development of the general strategy on MdM activities with the General Coordinator and the team
  • Ensure compliance with national, international and MdM medical standards, as well as the technical quality of project activities implemented by the mission through regular monitoring (quality project, field visit, external evaluation etc.)
  • Coordinate the technical support provided by his/her team and him/herself for all projects
  • Ensure quality control and the production of recommendations and cross-cutting strategies by his/her team and him/herself for all projects
  • Ensure that the planning, implementation and results of interventions comply with MdM quality standards
  • Ensure that technical recommendations are followed up in conjunction with the technical advisors
  • Ensure the harmonisation and capitalisation of tools and practices across all projects
  • Participate in the drafting of partnership agreements  
  • Draft research documents (publications/communications) in conjunction with the programme teams and Head Office 
  • Contribute to project planning
  • Contribute and provide technical support in the design and review of project proposals and donor reports
  • Formally alert the Advisors and the General Coordinator in the event of a malfunction on a project
  • Support data collection and provide thorough analysis.

2. Team management and capacity building

  • Recruit staff under his/her direct or technical management. Ensure proper induction and build MDM Ukraine health team capacity 
  • Develop individual action plans and proceed to regular professional evaluations of the team under his/her direct or technical responsibility
  • Organise and conduct regular health department meetings 
  • Ensure that the medical tools and techniques used and the documents produced comply with the quality standards promoted by MdM or recognised internationally 
  • Ensure that the mission strategy includes cross-cutting themes aligned with global MDM health strategy  

3. Management of medical stock and logistics chain for medical purchase

  • Ensure that orders for medical equipment, drugs and consumables are appropriate to the program requirements 
  • Supervise medical purchase process (needs evaluation, orders, quality) prior it gets to logistics
  • Liaise with HQ pharmacist for quality control and Quamed assessment
  • Yealy assessment and update t of the MDM Ukraine drug and equipment standard list in collaboration with the HQ pharma and medical advisor
  • Support the MAM in medical consumption analysis.

4. Monitoring and analysis of the Heath context

  • Ensure regular collection and monitoring of programme health and epidemiological data (monthly under normal conditions; weekly during outbreaks)
  • Contribute to the analysis of trends and propose operational adaptations where needed to keep the response relevant and evidence based.
  • Monitor regional and national health developments and share key analyses with national and international partners to support coordination and advocacy.
  • In the event of an epidemic or mass population displacement, participates in needs assessments, and contribute to the design of appropriate medical responses  for MdM
  • Support the review  of (EPREP) for the Mission, in liaison with the members of his/her team, the coordination team and head office

5. Coordination with NGOs/local associations and representation

  • Participate to the different medical meetings, especially Health Clusters meetings, playing a key role in any relevant medical coordination mechanisms, and be pro-active in the technical working groups (SRH/GBV, MHPSS) that are created to answer the pressing health issues that need immediate action of the Health Cluster members
  • Co-lead of the South Health Cluster Sub National Coordination. Supervising the co-coordinator national staff in all responsibilities related to the health cluster. 
  • Establish and maintain good relationship with MoH/ to ensure all project activities are carried out with their agreement 
  • Liaise with the legal or appointed medical authorities in the focused oblasts where MdM is presently working
  • Participate in the development of a collaboration framework with partners and actors involved in the implementation of the project as well as the drafting of partnership agreements
  • Evaluate the needs and requests of our partners 
  • Coordinate at the Health Cluster meetings at regional level

6. Reporting and Internal Communication

  • Contribute to MdM internal meetings
  • Contribute  in the drafting of  Sitreps, internal and external reports and communications

SKILLS REQUIRED:

Education and experience

  • Medical Doctor or Nurse or Midwife or Pharmacist 
  • Master’s in Public Health is desirable
  • Minimum 5 years’ experience in similar positions or in humanitarian sector
  • Experience in conflict context
  • Experiences in public health and strengthening health systems
  • Experience in service delivery, particularly in primary health care including health promotion and inclusion 
  • Experience in supervising MHPSS
  • Experience in implementing activities in partnership with CBO and national NGO 
  • Experience in emergency context, planning and response 
  • Experience in supporting GBV, SRH programme
  • Experience in project management, proposal preparation and reporting

  • Knowledge of e-health information system (DHIS,e-health)

 Language

  • Fluent in English Knowledge of Ukrainian and/or Russian is an asset

EMPLOYMENT CONDITIONS:

  • Contract Type: Fixed term contract
  • Duration: 6 months (with possibility for extension) 
  • Starting date: As soon as possible
  • Job Schedule: Full time  
  • Location: Mykolaiv
  • Employment: Medical Coordinator – Category 9
    • Salary according to MdM classification (non-negotiable): basic gross salary from 123907 UAH + food and transportation allowances. 
    • Partial reimbursement for medical coverage
