CONTEXT
Three MdM (Doctors of the World) chapters are directly implementing activities in Ukraine:
- MdM Spain has the lead for global MdM response in the country and covers Kyiv and surroundings, Donbass, Kharkiv, Zaporidja
- MdM Germany covers Dnipro and Vinitsia
- MdM France covers the Southern part, Odessa, Mykolaiv, Kherson
In South region, MdM-F supports and searchs for new perspectives of cooperation among other NGOs as well as among humanitarian, civil society, medical and local authorities. Main focus is the support in restoring access to medical services and Mental Health and Psychosocial Services (MHPSS) for populations affected by the conflict. The component of sexual and reproductive health, as well as Gender Based Violence is part of this project. MdM-F also collaborates with local organization, dedicated to population acknowledgement with LGBTQI+, sexual awareness topics.
MAIN TASKS:
The Civil Engineer is responsible to deliver & accomplish the rehabilitation work associated with target primary public health facilities in compliance with the project’s goals and objectives. S/he is In Charge of the day to day management & supervision, ensuring the overall efficiency & effectiveness of processes & activities undertaken to achieve timely rehabilitation of infrastructures. S/he is furthermore accountable for providing technical assistance to the Project’s team, including inputs to the development of the protocols for the maintenance of the infrastructures.
Responsibilities
- Provide overall technical assistance to rehabilitations projects, from their planning to their implementation, monitoring and quality assurance.
- Responsible to ensure that effective implementation, monitoring & supervision tools are developed & implemented.
- Responsible to ensure effective quality control systems are in place & contractor & engineering consultancy companies work in compliance with technical specifications & quality standards.
- Responsible to develop BOQs, drawing and design of construction and infrastructure work.
- Verification of the appropriate standard and quantity of materials used in civil/ infrastructure work.
- Providing training to community members on proper operation and maintenance of schemes/ infrastructure.
- Monitor & evaluate performance of service providers.
- Ensure all technical inputs & cost estimates related to the construction components are accurate, timely provided & included in the project proposals & budgets.
- Support the supply section in all tender exercises for the procurement of construction & consultancy services.
- Take responsibility for overall progress & use of resources.
- Deliver final project & handover reports & maintain the relevant project records.
- Assist with project budgets, cash flow & obligations to ensure that deliverables are met within specified budgets.
- Certify disbursements of funds monitor & submit financial status reports to management in compliance with the pre-established requirements.
Technical skills:
- Proficiency in structural design and analysis (reinforced concrete, masonry, steel structures).
- Knowledge of construction methods, standards, and codes relevant to the region.
- Ability to prepare technical specifications, drawings, and BOQs (Bill of Quantities).
- Experience with site supervision and quality control.
- Familiarity with project management software (MS Project, AutoCAD, Civil 3D, Revit).
- Understanding of health, safety, and environmental standards on construction sites.
Managerial / Coordination Skills
- Ability to plan, coordinate, and supervise construction teams, including contractors and laborers.
- Budget and resource management skills.
- Strong problem-solving and decision-making skills in dynamic or insecure environments.
- Experience reporting to HQ or donors on technical progress and challenges.
Languages
- Mandatory: English (for international organizations).
- Asset: Local language proficiency (e.g., Ukrainian or Russian in Ukraine).
Additional Assets
- Experience in humanitarian or NGO operations.
- Knowledge of WASH, health facility infrastructure, or emergency preparedness.
- Familiarity with risk assessments for damaged or conflict-affected buildings.
- Valid driving license for field supervision.

Education and Experience
• Mandatory: Bachelor’s degree in Civil Engineering, Construction Engineering, Structural Engineering, or related field.
• Optional / Asset: Master’s degree or postgraduate training in project management, WASH, or humanitarian engineeringWork Experience
• Mandatory: 5-10 years of professional experience in civil engineering, construction, or infrastructure projects.
• Field / Humanitarian context: Experience in emergency or post-conflict settings is highly valued.
• Experience with rehabilitation, WASH facilities, or healthcare facility

Contract Type: Fixed term contract (temporary position)
