Enumerator (Consultancy, 6 days over 2 weeks)

1. Background

ActionAid is preparing its DG ECHO HIP 2026 application, including a comprehensive protection and multi-sectoral needs assessment across selected oblasts in Eastern and Southern Ukraine. Enumerators will support the quantitative component through remote phone-based data collection.

2. Objective of the Consultancy

To conduct high-quality remote interviews (by phone) and ensure accurate, ethical, and timely quantitative data collection in support of ActionAid’s ECHO Needs Assessment.

3. Scope of Work

The Enumerator will:

• Conduct phone-based surveys using approved questionnaires.

• Ensure informed consent and full compliance with safeguarding, PSEA, and confidentiality protocols.

• Record responses accurately using digital tools (e.g., Kobo).

• Immediately flag protection concerns according to referral procedures.

• Participate in briefings, training, and daily coordination check-ins.

• Submit accurate, complete data on a daily basis.

4. Deliverables

• Completion of all assigned phone surveys (target number to be confirmed).

• Daily submission of verified and cleaned data.

• Short field notes on challenges and trends (max. 1 page).

5. Required Profile

• Previous experience in phone-based surveys or humanitarian data collection.

• Understanding of protection-sensitive interviewing and vulnerable populations’ needs.

• Fluency in Ukrainian (Russian an asset).

• Ability to communicate respectfully and manage sensitive conversations.

• Strong commitment to confidentiality, safeguarding, and ActionAid’s feminist humanitarian values.

6. Duration & Level of Effort

• Up to two weeks total, including training and implementation.

• Expected level of effort: up to 6 working days.

• Start date: ASAP

7. Budget (All-Inclusive; Maximum 500 EUR)

The total available budget for this consultancy is up to 500 EUR (gross).

This amount must cover all costs, including:

• Consultant’s professional fees

• Communication costs (phone/data)

• Taxes and statutory deductions

• Bank or transfer fees

• Any other incidental expenses

No additional reimbursements will be provided.
