Shelter Coordinator

LWF World Service is the humanitarian and development arm of the Lutheran World Federation, working globally across 25 countries. The LWF Ukraine Country Programme was established in 2022 and is coordinated from a main office in Kharkiv and a satellite office in Kyiv, with programming across Kharkiv and Sumy oblasts spanning shelter, winterization, education, protection, mental health and psychosocial support (MHPSS), WASH, and livelihoods.
Position Summary
The Shelter Coordinator is responsible for overseeing the day-to-day management, coordination, and quality implementation of shelter and collective site activities supported by LWF and its local implementing partners. This includes ensuring dignified living conditions for displaced people, coordinating with local authorities and partners, monitoring site needs, and ensuring adherence to humanitarian standards, protection principles, and accountability to affected populations.
Key Responsibilities
Collective Site Coordination & Management
- Coordinate daily operations of collective sites supported by LWF and local implementing partner.
- Ensure safe, dignified, and functional living conditions for residents.
- Maintain updated site profiles, occupancy data, and service mapping.
- Identify urgent site needs (repairs, accessibility issues, WASH gaps, protection concerns) and coordinate timely responses.
- Implement site improvement plans in collaboration with engineering/shelter, and protection teams including local implementing partner.
Shelter Support & Technical Oversight
- Oversee shelter assessments, repairs, upgrades, and distribution of shelter NFIs materials.
- Support technical teams in planning and supervising minor repairs and maintenance works.
- Ensure shelter activities adhere to Sphere Standards, Shelter Cluster guidelines, & LWF internal standards.
- Monitor contractor/volunteer work quality where applicable.
Coordination & Stakeholder Engagement
- Liaise regularly with local authorities, collective site management bodies, partners, and community committees.
- Represent LWF in coordination meetings (Shelter NFI Cluster, local administration meetings).
- Strengthen community participation mechanisms, including feedback channels and site committees.
- Support the development of contingency plans for site safety, winterization, fire safety, and emergency responses.
Protection, Accountability, and Community Engagement
- Identify protection risks, refer cases to the protection team, and ensure IDPs have safe access to services.
- Promote the inclusion of persons with disabilities, older persons, and individuals with specific needs.
- Ensure community complaints and feedback mechanisms are functioning and acted upon.
- Conduct awareness sessions on safety, rights, and available services.
Monitoring, Reporting, and Documentation
- Conduct regular site monitoring visits and prepare updates on conditions and needs.
- Maintain clear documentation of shelter/NFI distributions, site repairs, and service maps.
- Provide technical support to partners, monitor their work, and provide timely feedback.
- Support data collection for assessments, evaluations, proposal development, and donor reporting including cluster reporting.
- Contribute to weekly/monthly reports with accurate site information and analysis.
Team Management & Capacity Building
- Supervise the Shelter Officer, Community Facilitators, volunteers, and enumerators.
- Conduct on-the-job coaching and training on shelter/site management standards.
- Support partner organizations involved in site management and shelter activities.
Required Qualifications
Education
- Bachelor's degree in Civil Engineering, Architecture, or a related field.
Experience
- At least 3–5 years of experience in humanitarian shelter, site coordination, or related fields.
- Experience working with displaced populations and collective shelters.
- Prior work with INGOs, UN agencies, or Shelter/Site Management Clusters is an asset.
- Experience coordinating with local authorities and community structures.
Technical Skills
- Knowledge of Sphere Standards, Shelter Cluster guidelines, and site management frameworks.
- Basic understanding of construction, maintenance, or engineering principles.
- Experience in assessments, data collection, and reporting.
Strong coordination, problem-solving, and negotiation skills.
Soft Skills
- Strong communication and interpersonal skills.
- Ability to work independently and under pressure.
- Excellent planning and organizational abilities.
- Cultural sensitivity and respect for diversity.
Languages
Fluency in English and Ukrainian required.
Travel Requirements
- Frequent travel to collective sites and field locations across Kharkiv and Sumy oblasts.
