HEKS/EPER is looking M&E Officer. Base in Mykolaiv/Dnipro.
A Monitoring & Evaluation (M&E) Officer will primarily be concerned with aggregating and processing data, with a focus on data quality and preparing data for dissemination through reports, meetings and other ad hoc activities. Act as a feedback loop between Program departments and MEAL on the one hand, and between the communities of intervention and Fund, on the other.
Implement safe, dignified and efficient M&E activities for beneficiaries.
Supervisory Responsibility of Job
- Maintain existing indicator tracking tools.
- Ensure adherence to specific monitoring and reporting requirements following consultations with MEAL Management, Program and Grants departments..
- Ensure adequate use of M&E tools (database, spreadsheets, questionnaires, assessment forms, etc.) in order to contribute to continual improvement and strengthening of the data management system.
- Conduct field visits with specific M&E purposes. Monitoring visits can be arranged jointly with Program where checklists, capacity building or other issues are concerned. Evaluations must be pre-planned with the supervisor.
Represent M&E standpoints and the department in general meetings, providing technical and practical input on M&E activities for adequate planning and implementation
Provide trainings on data collection tools, data cleaning, data analysis and interpretation. Adjust trainings according to trainees’ capacities and ensure progressive capacity building depending on specific stakeholders (M&E team, Program, other departments, external partners or others).
Plan and implement M&E work plans: plan subactivities, define sampling sizes, train and supervise staff, conduct staff debriefing, participate in report writing processes.
Provide evidence-based feedback to program teams on project performances.
Ask feedback from Program teams on M&E activities for adaptability purposes. Phrase adaptability suggestions clearly with action points and timeframes for specific people responsible.
Ensures that M&E guidelines and national, international and donor standards are respected and that MEAL templates and tools are properly used.
Tasks and Responsibilities
- Promote humanitarian principles and the common speech of Fund to facilitate acceptance by local communities.
- Provide M&E training as needed.
Apply safety standards, monitor the context. In case of a critical situation, communicate necessary information to the direct supervisor.
Support Program teams in data-driven activities and interventions.
Perform data checks, data cleaning and review processes including data flow as is necessary.
Promote and share ideas for technical improvement of the data management system.
Cultivate and strengthen relationships with local partner organization, donors, private sectors partners, and national authorities.
Report on the monthly activity progress by updating database and sharing key information with supervisor.
Report immediately concerns or other relevant information to the supervisor.
Transfers participants’ compliance to CRM Officer.
Provide weekly or monthly reports as needed or requested by the supervisor.
Perform other management tasks as necessary.
Promotes and takes an active part in quality improvement processes.
Complies with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.
Specific Knowledge:
- Knowledge of regulatory and methodical materials regarding the organization of automated management systems
- Knowledge of managing data protection, including data encryption, user and group management, views, and security modes.
Knowledge of Power BI, Tableau or similar visualization tool.
Knowledge of mobile data collection platforms (e.g., KoboToolbox or other ODK-based including XLS form coding and troubleshooting).
Knowledge of GIS packages (e.g. QGIS) Solid use of the MS office software (including Word, Excel, Outlook).
Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygienerules.
Soft skills: attention to detail, systematicity, project management skills, communication skills, focus on results, flexibility

Qualifications:
- Baccalaureate / Secondary diploma (including but not limited to: in Business Administration, Economics, Data management, Information management).
- 2-year relevant professional experience in data and information system management is compulsory.
- 6-month experience in NGOs/On-site training in IT or monitoring work is desirable.
