HEKS/EPER Ukraine is an international non-governmental organization that implements humanitarian and development projects in Ukraine. We are currently looking for a qualified candidate for the position of Field Security Specialist- East, to be based in Kharkiv.

The Field Security Specialist (East) plays a key role in supporting safe, principled, and effective program delivery across eastern Ukraine. Working under the supervision of the Humanitarian Access and Security Coordinator (HASC) and in close collaboration with the Eastern Area Team, the specialist ensures consistent application of security frameworks, conducts risk assessments, provides high-quality security analysis, and supports field teams in navigating complex operational environments. The role includes travel within the region (up to 25%) and requires strong contextual understanding, analytical skills, and the ability to react effectively in dynamic security conditions.

Tasks and responsibilities:

Security Risk Management & Analysis

  • Maintain and regularly update security databases, incident trackers, and contextual analysis tools.

  • Produce weekly, monthly, and annual security reports with qualitative analysis.

  • Issue timely and relevant security alerts and advisories for the Area of Responsibility (AoR).

  • Conduct site-specific Security Risk Assessments (SRA) and assist in implementing mitigation measures.

  • Review, verify, and analyze Security Incident Reports, ensuring proper documentation and follow-up.

Compliance, Procedures & Preparedness

  • Support the HASC and Field Operations Manager (FOM) in ensuring staff awareness of security policies, SOPs, and updates.

  • Deliver comprehensive security briefings and context-specific safety inductions for staff and visitors.

  • Maintain effective staff movement tracking and ensure mapping systems and tools remain up to date.

  • Monitor physical security measures at HEKS/EPER premises and recommend improvements.

  • Support the readiness of emergency systems and contribute to drills (fire, evacuation, sheltering, radio checks, etc.).

Operational Support

  • Provide 24/7 availability for security-related incidents, staff safety, and urgent advisory needs.

  • Assist with mission planning, field movements, travel coordination, and convoy preparation for higher-risk areas.

  • Conduct access assessments for new operational locations and advise on feasibility and risk considerations.

  • Support the HASC in drafting contingency plans, crisis management documents, and other security-related frameworks.

  • Represent HEKS/EPER in security coordination platforms in Kharkiv and maintain networks with local authorities, NGOs, and other stakeholders.

Other

  • Perform additional duties assigned by the HASC in line with operational needs.

Requirements & Skills:

  • Undergraduate degree; police, military, security management, or related fields preferred.

  • Previous INGO or humanitarian security experience is a strong advantage.

  • Strong contextual understanding of eastern Ukraine and operational challenges.

  • Ability to work effectively within a multicultural team environment.

  • Valid driver’s license (manual transmission required).

  • Proficiency in MS Office, databases, and mapping systems.

  • Strong analytical, organizational, and interpersonal skills.

  • Ability to produce high-quality reports, assessments, and security analyses.

  • Proven training, coordination, and facilitation skills.

  • Ability to work under pressure and manage stress in rapidly changing environments.

  • Fluency in Ukrainian and English at B2/C1 level.

  • No current political affiliation or civil servant/government position.

  • Commitment to HEKS/EPER values, humanitarian principles, safeguarding, and ethical standards.
