Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State, that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
U.S. Department of State has approved Headquarters Operational Plan (HOP) funding to cover the period from October 1, 2025 to September 30, 2026. This scope of work will support one of the two interventions under HOP, which is to accelerate effective lenacapavir (LEN) rollout for HIV PrEP.
Scope of Work
FHI 360 is seeking applications for the position of Consultancy for a Technical Specialist to support the roll-out of new pre-exposure prophylaxis (PrEP) products including injectable long-acting lenacapavir (LEN) in Ukraine through strong coordination with the Ukraine Public Health Center (PHC) and other stakeholders. This includes engaging national technical working groups (TWGs) to integrate LEN into the HIV prevention mix, supporting adaptation and development of demand generation materials and informational tools, and identifying and providing support to gaps in national efforts as they arise. This activity is supported by the EpiC project with the U.S. Department of State Headquarter Operational Plan (HOP) funding.
In particular, a Technical Specialist Consultant will support the following key activities:
Engage the national TWGs in Ukraine, ensuring the engagement of all key stakeholders including government representatives and community and civil society stakeholders, to incorporate LEN for HIV PrEP into the HIV prevention mix, update, launch, and implement the national implementation road map, support the development and adaptation of demand creation and awareness raising informational tools and support other preparatory activities as gaps arise for LEN roll-out in close coordination with the CPH and the TWG.
Through EpiC, engage closely with respective U.S. Department of State team to provide periodic updates on activities.
Support dissemination of lessons (through dissemination meetings, webinars, etc.), including through presentations and reports, in close collaboration with key stakeholders including the CPH, members of the TWG, and the U.S. Department of State.

Activity
Engage the national TWGs in Ukraine ensuring the engagement of all key stakeholders, including community and civil society partners, to:
Incorporate LEN for HIV PrEP into the HIV prevention mix,
Update and develop national demand creation and awareness raising tools and materials
Identify and support, as feasible, gaps in the LEN roll-out activities.
Engage closely with respective the Ukraine U.S. Department of State team to provide activity updates
Support wide dissemination of lessons (through dissemination meetings, webinars, etc.), including through presentations and reports, in close collaboration with key stakeholders
Qualifications:
Medical degree (MD, MBChB, MBBS or equivalent) or PhD in a relevant field will be an added advantage.
Master’s Degree or its International Equivalent in Public Health, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
Project Management (PM) Certification preferred
At least 12 years of demonstrated experience in a technical advisor and leadership position, preferably in an international development context and working with CSOs.
Preference for candidates with experience in HIV prevention, new product introduction, oral PrEP/CAB-LA implementation, engagement of community, civil society, and national and regional stakeholders in Ukraine.
Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with US government, host-country counterparts and representatives from other key stakeholders such as NGOs, and CSOs.
Proficient writing and verbal communication skills – has relevant publications, presentations, reports, and manual/tool development, especially in PrEP.
Has experience in participating in technical working groups and supporting guideline development or demand creation or awareness raising strategy and materials development, with a focus on HIV prevention.
Has demonstrated knowledge of the design, implementation, and management of HIV prevention programming, especially PrEP.
Prior work experience in a non-governmental organization (NGO), government agency, or private organization working in HIV prevention, including PrEP, is desirable.
Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
- Must be able to read, write and speak fluent English and Ukrainian.
Travel within Ukraine: 10-20%

Quote Validity:
The Consultant agrees to hold the prices in its offer firm for 120 days from the date specified for the receipt of offers unless another time is specified in the addendum of the RFP.
