POSITION OVERVIEW
Under the supervision of the Health Coordinator, the Pharmacy Manager will manage the pharmacy unit of the health department. This includes management of the distribution, storage, prescription, dispensing, consumption, inventory, and quality management of pharmaceuticals and medical commodities. The Pharmacy Manager will manage a team of technical staff of 8-10 staff and provide technical oversight of pharmacy and warehousing activities at the several FHI 360 regional pharmacy storerooms. The Pharmacy Manager will work closely with the logistics team to ensure proper procedures are in place. The Pharmacy Manager will need to travel periodically from Dnipro to field offices and pharmacy storerooms in Dnipropetrovsk, Kharkiv, Mykolaiv regions.
KEY RESPONSIBILITIES AND DELIVERABLES
- Manage team of pharmacy technical staff, including pharmacy officer, pharmacy assistants, and pharmacy storekeepers. Provide oversight to ensure that pharmacy storekeepers are fulfilling all responsibilities.
- Build the capacity of pharmacy technical staff through training and on-job mentorship in inventory management, good storage and distribution practices, quality assurance, forecasting and quantification, and product selection.
- Manage budgeting for pharmaceutical and consumable needs.
- In coordination with the health coordinator and health program manager, provide recommendations on product selection of medicines and medical consumables/equipment for FHI 360’s activities.
- Facilitate the procurement of pharmaceuticals and medical commodities in compliance with USAID/BHA and Ministry of Health standards at a cost-effective price.
- Work closely with the logistics department to facilitate the importation of pharmaceuticals from international vendors, and facilitate the in-country procurement of medical consumables and equipment.
- Establish and maintain inventory trackers including consumption and warehouse tracking as well as required documentation (waybills, stock cards, facility registers, consumption tracking sheets).
- Develop and update internal Standard Operating Procedures (SOPs) for tracking, storage, distribution, and dispensing of pharmaceuticals and medical supplies.
- Develop and organize trainings for FHI 360 staff on good storage and distribution practices (GSDP).
- Work with the logistics department to coordinate regularly with commercial and non-commercial warehousing partners on storage, stock tracking, and transport of medical commodities to field sites.
- Manage medical warehousing facilities including the pharmacy storerooms in each operational area.
- Ensure that the 5 FHI 360 pharmacy storerooms (medical warehousing facilities) are properly equipped and functioning in line with organizational and international medical warehousing standards. Participate in the setup of any new pharmacies/storerooms as needed for the project.
- Work with logistics department to establish and implement internal systems for dispatching of medicines and commodities from the warehouses of commercial and non-commercial warehousing partners to FHI 360 pharmacy storerooms.
- Work with logistics department and health officers to ensure that all appropriate documentation is completed for donations of medical commodities to health facilities, and work with M&E team to ensure that post-distribution monitoring is done for donations.
- Put in place quality control systems and ensure FHI 360 programming is compliant with donor and MOH guidelines, as well as national laws.
- Conduct field visits to supervise and monitor each mobile team and sub-national pharmacy store. Ensure that supervision checklists are completed and follow up corrective actions are taken promptly.
- Carry out inspections / audits of pharmaceutical storage in warehouses of commercial and non-commercial partners, and FHI 360 pharmacy storerooms.
- Conduct verification for all new procurements of medical commodities and pharmaceuticals upon receipt at the warehouse.
- Work with the staff in mobile teams to ensure all relevant tracking systems are in place, and ensure that the staff are trained on the FHI 360 tracking system as well as donor reporting requirements.
- Work with the M&E team to establish data collection methods for project indicators related to pharmaceuticals and medical commodities (e.g. tracer medicines tracking).
- Ensure pharmaceutical-related tracking data (stock, consumption etc) is collected and reported on a monthly basis.
- Any other tasks as requested by the Health Coordinator.
DESIRED QUALIFICATIONS
- University degree in pharmacy-related field.
- 5-8 years of experience working as a pharmacist or a pharma-supply manager.
- Experience working in pharmaceutical distribution and warehousing, preferably with NGOs and in humanitarian operations.
- Demonstrated knowledge of technical standards and best practices in pharmaceutical storage, distribution, dispensing, and tracking.
- Demonstrated project and personnel management skills.
- Strong organizational skills, especially in time management and prioritization, and attention to detail.
- Excellent analytical and reporting skills
- Outstanding knowledge of MS Office (especially Excel) and pharmaceutical databases.
- Fluent in Ukrainian and proficient in English.
