Background (Project Background)

FHI 360 serves as the lead technical partner to Pact on USAID Ukraine’s Community Action for HIV Control Activity. This program will advance Ukraine’s progress toward its 95-95-95 HIV goals and reduce the HIV burden. Community Action will reach vulnerable key and priority populations with differentiated, client-centered interventions that deliver targeted prevention, thereby slowing new infections; improve case-finding and uptake of testing, thereby improving awareness of HIV status; and facilitate efficient linkage to care, thereby increasing treatment coverage. 

Deliverables, Milestones & Due Dates

The Consultant is responsible for deploying FHI 360's Ukrainian version of the Online Reservation Application (UORA) named GoPoruch. GoPoruch is a web application, built in PHP and Javascript using well-known application frameworks.  

The Consultant ensures GoPoruch's smooth deployment, operation, and administration, spearheading the helpdesk's establishment and facilitating seamless coordination between IT service providers and the CAHC's team. Additionally, the Consultant will oversee training sessions for NGOs, and actively engage in such initiatives.  

Note that this position is not for actual web development. Actual development and coding are done by a separate web developer.  

The Consultant will be required to provide the following deliverables 

• Coordinate the installation and regular updating, by the web developer staff, of GoPoruch (UORA) versions in the cloud environment, including conducting functionality testing to guarantee optimal performance. 
• Oversee the smooth functioning of GoPoruch (UORA) in the cloud environment, resolving any technical issues that may arise promptly. 
• Provide technical oversight of GoPoruch (UORA) administration and support services, ensuring efficient operation and timely assistance to users. 
• Coordinate the interaction among IT service providers involved in the deployment and maintenance of GoPoruch (UORA) to ensure seamless integration and operation. 
• Prepare comprehensive reports on the functioning of GoPoruch (UORA) and submit them to the CAHC team regularly to facilitate monitoring and evaluation. 
• Develop detailed technical tasks for adapting GoPoruch (UORA) to meet specific requirements or address emerging needs, ensuring alignment with project objectives.
• Propose the development of new features or enhancements to GoPoruch (UORA) based on user feedback and evolving project requirements. 

Location of the Assignment: The Consultant will perform their duties remotely from Ukraine. 

Expected Level of Effort: 72 days.

Period of Engagement:  November 1, 2024 – September 30, 2025

Contract Type: Local Service Agreement.

Mandatory Requirements

• A bachelor's degree in computer science, information technology, or a related field is preferred. 
• Minimum of 3-5 years of experience in the IT industry. 
• Familiarity with software deployment and maintenance processes. 
• Proficiency in English. 

Desirable

• Experience with reservation or booking systems is preferred.
• Relevant certifications in cloud computing, project management, or related areas are a plus.
• Understanding of architecture and functionality of online reservation tools in public health or health applications. 

Evaluation Criteria

FHI 360 will evaluate proposals from applicants meeting the mandatory requirements in accordance with the following criteria:  

• Applications not meeting the mandatory qualifications will be disqualified.
• The extent to which qualifications 1-4 are met (30%) 
• Oral interview at country (20%) 
• Technical interview at Home Office level (50%)
