M&E Officer

POSITION OVERVIEW  

Under the supervision of the M&E Coordinator, the M&E Officer is responsible for supporting the M&E department in establishing a strong M&E system for FHI 360’s humanitarian response. The employee will design and use an electronic database to capture program data; ensure data quality using different data quality assurance mechanisms; document all M&E-related files; and assist FHI 360 technical teams in establishing their respective proper documentation systems.  

M&E Assistant is guided in his/her work by this job description, standard operating procedures (SOP), and the current regulations of the FHI 360 branch in Ukraine.

KEY RESPONSIBILITIES AND DELIVERABLES

• Ensure that MEAL systems and tools are in place and being implemented at the field level and communicate any issues or inefficiencies that arise, to the M&E Team Leadership in a timely and proactive manner. 
• Assist to coordinate and oversee the development and maintenance of appropriate databases to accurately track data collected from various interventions across program activities. 
• Participate in the development of project/periodic M&E plan, consistent with the work plan. 
• Develop/update data collection tools as needed (including the community feedback mechanism system).
• Conduct regular data quality checks in the project databases. 
• Support the effort of documentation and sharing of program results, ensuring the sharing of lessons learned and good practices 
• Compile regular reports from field locations 
• Update the M&E database including the Internal Indicator Tracking Table and learning database on a monthly basis.
• Prepare and submit the reports to the relevant UN clusters 
• Conduct data quality assessments in the field; check the quality of the beneficiary data (completeness, reliability, consistency, double counting, etc.) coming from the field and initiate corrective actions through routine monitoring
• Assist in updating and managing programmatic databases as well as an online dashboard.
• Conduct field visits periodically. 
  DESIRED QUALIFICATIONS
  • 3+ years of experience and training in participatory result-based M&E or any M&E-related positions.
  • University Degree or equivalent experience in statistics. 
  • Conversant in software packages for data collection, analysis, and visualization (including proficiency in Kobo and PowerBi; knowledge and skills in Commcare are an added advantage).
  • Advanced knowledge of Excel.
  • Sound understanding of Project Cycle Management and gender mainstreaming.
  • Experience with designing and/or implementing qualitative and quantitative M&E data collection, management, and analysis methods, including tracking outcome indicators, conducting program evaluations utilizing mixed method, and report writing.
  • Fluent in Ukrainian and excellent in English.
